Information Technology Dept.

Manage the daily operations of an active Geographic Information Systems (GIS) Division. Set the technical direction, goals and objectives of the GIS Division to support the GIS and mapping needs for the county and its citizens. Prepare and administer annual GIS budget of $960,000.00. Implement standards and governance for the GIS Division’s initiatives such as ArcGIS Online. Prepare business cases to justify major GIS expenditures. Prepare RFPs and review RFP responses. Provide project management for major GIS projects. Plan system architecture and coordinate its implementation. Manage GIS staff, prepare performance evaluations and hire staff as needed. Work with county constitutional officers and municipal partners on GIS related issues.

Assist the Systems & Development Applications Manager in managing the daily operations of the Systems & Development Division. Provide in-depth technical assistance to staff analysts and developers. Implement development and coding standards for the Systems & Development Division. Major projects included converting the county’s intranet into a Lotus Notes/Domino based intranet. • Make recommendations on hardware and software purchases to support the continued development of Systems & Development section.• Develop and implement coding standards for the Systems & Development section.• Manage software upgrades and configurations.• Make recommendations regarding training programs for section staff.• Development of an Internet and Intranet site each based on Lotus Notes.• Development of a Lotus Notes based application for the Emergency Operations Center.• Development of a Lotus Notes based work order system.

Develop web applications using various technologies such as Oracle’s Internet Application Server/Web Tool Kit, Java (servlets & JSP), LotusNotes/Domino, HTML, Java, and Perl. Major projects included the development of the Building Permitting Application providing a web-based interface to the Tresun client/server permitting system using Java JSP technology. This interface allowed real time access to permit data via the web and integrates mapping components using ESRI’s ArcIMS (Internet Map Service) technology to provide geographically relevant information such as flood zones, zoning overlays etc.• Developed, the CAMA (Computer Assisted Mass Appraisal) application web interface.• Troubleshoot software used by the Systems & Development Division.• Developed, debugged & documented a variety of re-useable components for future web development using both Java and Oracle’s PL/SQL.

Integrate in-house applications into the enterprise environment. Major projects included the development of the Planning Application. The Planning application provides access to Tax, Future Land Use, and Zoning maps via, the intranet. Assisted in the development of the Street Centerline editing application based on ESRI’s ArcTools” environment. • Developed, debugged & documented a variety of re-useable components and utility scripts.• Developed an address-matching program to match address data to parcel ID numbers facilitating parcel based thematic mapping.• Troubleshoot software used by the GIS Division.

Developed and documented a variety of client/server and web-based mapping applications. Major projects included the development of the Street Atlas application providing a street atlas via the intranet or hard copy. The atlas is updated quarterly providing up to date maps for Emergency Medical Services, Fire Depts, and the Sheriff’s Office. Client/Server applications include the Hazardous Materials Application, developed to meet State regulatory requirements regarding hazardous materials. The Criminal Investigations Application developed to track crime incidents throughout the county looking for trends or patterns in their spatial distributions. • Develop PL/SQL procedures using Oracle’s HTP/toolkit, which create interactive web pages dynamically.• Possess an understanding of map compilation and cartographic techniques. • Create Arc/INFO cartographic coverages and related attribute data sets.

Developed a production mapping environment, that reduced the time analysts spent on the cartographic development process, and increased time spent analyzing subject data. This was accomplished by integrating regularly used mapping routines into ESRI’s ArcTools environment as re-useable components. Developed layouts, procedures, and guidelines to facilitate the cartographic processes and standardize the “look and feel” of output map products. Work with the various county departments to develop workflows and applications to meet specific departmental/user requirements. • Document spatial data sets in accordance with Federal Geographic Data Committee standards.• Develop and maintain a library of cartographic objects such as symbol sets, projection files, logos, caveats, etc.• Perform maintenance, order supplies, budget for large format plotters.

Oversee the utilization of GPS technology to capture field data to be incorporated into the County’s LIS system. Perform the duties of an Instrument Man on a field survey crew, filling in as Party Chief when required.
