Responsible for the development and implementation of reliability and inspection special emphasis programs across the 180MBPD Marcus Hook refinery, as well as maintenance execution. He managed a staff of approximately 50 salaried and 140 Sunoco employees, about 100 contractors, and a budget of $60MM. Led the development and implementation of an overarching reliability strategy for the Marcus Hook site. • He established and led a Mechanical Integrity Focus team which resulted in a 72% reduction in hydrocarbon leaks from process piping over an 8 month period. • He led the development and implementation of a five year mechanical integrity improvement plan that focused on implementation of special emphasis programs.• Led focused vulnerability assessments of key process units to validate and improve the current inspection program.• Increased pump Mean Time Between Repair (MTBR) by 10% (to 86 months) over a one year period.• He Implemented Apollo root cause failure analysis (RCFA) across the site.• Through application of RCFA, he reduced the number of environmental incidents from FCU related equipment by 86% from 3Q2010 to 2Q2011. • Implemented predictive monitoring of critical equipment by SmartSignal.• Analyzed the Lost Profit Opportunity database to determine the key reliability threats to the site. Implemented defect elimination to address the threats identified by this process. As a result of this, from 2010 to 2011, he reduced Solomon downtime and lost profit opportunity from heat exchanger fouling and leaks by 70%.Over a one year period, Mr. Politte reduced Solomon routine maintenance spend by over 9%, reduced contractor headcount by 16%, and reduced maintenance backlog by 20%. He led an in depth analysis and management process of the maintenance backlog to insure no threats emerged from aging work orders. In the same one year time frame, he increased maintenance weekly schedule completion from 60% to 70%.

Mr. Politte developed and implemented new, improved work process and management systems in the Texas City Refinery that facilitated Operations Excellence and a step change in business performance. He was responsible for operations excellence (personal and process safety, environmental compliance, reliability, maintenance, and mechanical integrity) for Refinery infrastructure assets including the tank farm, product blending, utilities systems, environmental facilities, marine terminals, and high voltage electrical distribution. He managed a staff of approximately 45 salaried and 150 hourly BP employees, and combined Operations and Maintenance budgets of about $70MM. Mr. Politte was the single point of accountability for implementation of the BP group work permitting standard in the refinery, and led the development and implementation of the Texas City permit to work policy in four months, including training of 2500 personnel.

Mr. Politte was responsible for the definition and execution of the Inspection program for all stationary equipment on the Texas City site (refinery and chemical plant). He managed a staff of over 300 people (50 BP and 250 contract) and a budget of $60MM. Mr. Politte led the development and implementation of a world class inspection program in the refinery for 20 process areas. He led the mechanical integrity portion of the Texas City rebuild following the hurricane Rita shutdown in 2005. Mr. Politte created a Defect Resolution policy which caused every pressure envelope defect to be analyzed for root cause and potential extent, and drove a solution that ensured mechanical integrity. He created the Inspection Renewal Program, which for each process unit established a world class, fit for purpose, evergreen inspection program that allowed prediction and discovery of defects while they are small. He established special emphasis programs for Corrosion Under Insulation (CUI), Positive Material Identification (PMI), structural steel, small bore piping, and inspection of stainless steel for Chloride Induced Stress Corrosion Cracking (CISCC). Mr. Politte re-established the Risk Based Inspection (RBI) program.
