Twenty-two years of commissioned service in the United States Navy. Served as an Aeronautical Engineering Duty Officer in a variety of positions that included production and quality program management, aircraft & ship repair, resource management, academic curriculum management and leadership. Pilot with over 1,200 hours in H-46, E-2/C-2, C-12, H-57 and T-34 aircraft.

- Served as the lead Navy representative at the GPS JPO, an extremely dynamic and politically charged environment. Reviewed all procurements/contracts ensuring that all purchased equipment met Navy requirements for performance, cost and schedule and were logistically sustainable. - Dual-hatted as GPS JPO’s Avionics Division director. Provided leadership for 50 members Government/contractors procuring and developing next generation card-based GPS avionics receivers and anti-jam antennas. Developed procurement schedules with Navy customers. Negotiated with contractors and USAF personnel on equipment cost, quantities, performance requirements, and delivery schedules. Won the GPS JPO’s Team Excellence Award.

As the Systems Engineer for the Mature Aircraft Program, provided team leadership for 18 engineers located at four geographic sites. • Developed detailed program plans, budgets and technical specifications for 128 engineering projects and 28 engineering change proposals (ECPs) affecting the T-2/T-38/F-5/EA6B propulsion or power systems for a total worth of $17.3M. Briefed projects/ECPs at the annual budget review, to sponsors, and to Fleet representatives. • Completed systems engineering and logistics study on commercializing US Navy J52 engine infrastructure. Personally briefed study results to the Defense Science Board.
