I work with governments, regulators, businesses and interest groups in Canada and abroad to promote pro-competitive government policies and regulation by providing related advice and analysis to public and private sector interests; intervening in related proceedings; and instructing government and regulatory agency personnel on competition assessment of proposed marketplace interventions. Related work includes a 2019 market study of the West Balkan electricity sector focusing on Kosovo, a co-authored EU-sponsored market study of the Moldova pharmaceutical sector completed May 2017, co-authored the November 2016 MLI report Injecting Some Healthy Competition Into Canadian Healthcare, performed the background report on of competition issues in network industries for the 2016 OECD Country Survey of Canada, in 2015 conducted an EU-sponsored market assessment of the Philippine electricity sector, and assisted in the development of the OECD on the development of its Competition Assessment Toolkit for regulation and the development and presentation of related educational seminars to government officials in Mexico. I have also assisted small businesses and other interested parties in assessing and presenting potential competition law cases matters to the Canadian Competition Bureau.

Led Competition Bureau interventions in federal and provincial government policy and legislation processes and regulatory hearings to promote and protect the benefits from competition.Consult with, and train government and regulatory officials on analysis and design of pro-competitive policies, legislation and regulation.
