I am an independent competition law and policy consultant with extensive expertise in developing and advocating pro-competitive government policies, and applying competition law to anti-competitive business practices. I am a former Senior Officer of the Canadian Competition Bureau where, over the course of a 30 year career, I led numerous market study and other initiatives in support of pro-competitive regulations and government policies in the health care, energy, environment, transportation and other sectors. I have continued this work as an independent consultant by, among other things, in 2017, co-authoring an EU-sponsored market study of the Moldova pharmaceutical sector, in 2016, co-authoring a report on how to use competition to improve the primary healthcare system in Canada, developing a study of competition issues the Canadian network industries for the 2016 OECD Country Survey of Canada, in 2015, conducting an EU-sponsored market study of the Philippine electricity sector, and developing and presenting training material to Mexican government officials on market study best practices and the OECD Competition Assessment Toolkit for government regulations. As an independent consultant I also help small and medium size businesses assess whether they may be targets of anti-competitive business practices, and where warranted, present their case to the Competition Bureau.
