  For the past 20 years my practice has focused on the representation of community development districts (CDDs). I have written and lectured extensively on community development districts and enjoy a statewide reputation with respect to CDDs. I serve as lead counsel to numerous community development districts represented by the firm. As one of the first CDD lawyers in Florida, I have many years of experience in all facets of special district and local government law, including the formation and operation of CDDs, construction of public infrastructure, issuance of tax exempt bonds, contracts and competitive bidding requirements, sunshine law, public records law, and real property law. In addition to my legal training, I hold a masters degree in public administration. My graduate work focused on public finances, budgeting and the administration of local governments, including special districts.
