Director for the Department of Mental Health (DMH) is responsible for overall departmental operations and programs in three divisions: Division of Behavioral Health, Division of Developmental Disabilities and the Division of Administrative Services. DMH annually serves more than 170,000 Missourians with mental illness, developmental disabilities, and substance use disorders. Community-based contract providers serve more than 95% of these individuals, in which approximately half are Medicaid eligible. DMH has an annual budget of over $1.8 billion and more than 7,200 employees who work throughout the state in its central office, seven state-operated psychiatric hospitals (six for adults, one for children), and four state-operated habilitation centers, two community support agencies, one crisis community support agency, five regional offices, and six satellite offices.

This position originally began as the Director for the Division of Alcohol and Drug Abuse (ADA); however, in 2009, I lead the integration of the Division of ADA with the Division of Comprehensive Psychiatric Services to form one operating division, the Division of Behavioral Health (DBH). DBH had a combined budget of $760 million and 3,950 staff. The division operated seven psychiatric hospitals and managed 623 contracts with community agencies that provided clinical programs and support services for people with serious mental illness or substance use disorders. DBH operates the Substance Abuse Traffic Offender Program and provides counseling for people with compulsive gambling disorders and their families. DBH also operates the sexually violent predator program.Other accomplishments achieved during my tenure as Division Director included: • With Dr. Joseph Parks, DMH Medical Director, managed the award winning Disease Management 3700 and Health Homes projects. In 2014, expanded the DM 3700 project to include people with substance use disorders.• Successfully implemented the Governor’s Strengthening Missouri’s Mental Health System initiatives, including the Emergency Room Enhancement and Community Mental Health Liaison projects. • Grew Mental Health First Aid in the state and nationally. With support from Governor Nixon and assistance from the Missouri Institute of Mental Health, over 21,000 Missourians were trained.• First in the country to make medication assisted treatment (MAT) for substance use disorders available throughout the publicly funded system.• Successfully privatized two state-operated psychiatric facilities. • Collaborated with the Department of Corrections (DOC) since 2002 to reduce offender re-entry. Implemented a novel program to initiate MAT prior to release for offenders being released from the St. Louis City jail and two DOC prisons.
