Profile bio

About Mark Van Loon

I work in the supervision of Dutch Capital Markets, helping to keep the infrastructure that provides it trustworthy and resilient. As of 2021 I’ve pivoted towards ESG and sustainable finance. - Current work experience - Over the years, I have gotten pretty good at understanding the capital markets infrastructure from a system perspective, in an operational, a legal or a risk management perspective. I’m a versatile problem-solver, trained as both a lawyer and an engineer. Over the last eight years: • I would tend to work either as a project manager or a team lead. • I pitched and helped operationalise all matter of: new strategy tools, new business processes, and innovative investigative projects. This meant generating buy-in from relevant individuals as much as generating strong concepts. My role within the AFM is surprisingly entrepreneurial. In future endeavours I would like to retain the feeling of: • working autonomously on the basis of trust, • tackling problems that require new thinking, and • doing work that requires a firm grasp of the bigger picture. - Shift to ESG - While I have always been interested in the stability and fit-for-purposeness of the financial market infrastructure, as of late my attention has markedly shifted to financial markets ability - as a ‘valuation engine’ – to take on board non-financial ESG information in the allocation of investments. This is leading me to seek out projects and knowledge related to: • ESG reporting• Sustainable finance• Impact investing• Green bondsPlease do not hesitate to reach out if you think we should exchange views on any of the above!

Listed skills include Theory Of Constraints, Clearing And Settlement, Derivatives, Regulatory Data Reporting, and 30 others.

(Senior) Supervision Officer - Financial Market Infrastructure

Current

Amsterdam Area, Netherlands

My work entails:• Project and programme management• Board level interactions with financial institutions; mainly trading venues/ CCPs/ banks• Setting strategic and operational priorities• Applying an eco-system perspective to the financial markets• Discussing legal norms in the context of policy objectives and market realities.• Anticipating the interplay between regulation and market practice • Developing assessment frameworks e.g. for benchmarking exercises• Assessing governance, risk management practices, and hard and soft controls• Evaluating IT controls and IT outsourcing• Conscious application of influencing strategiesWhilst working at the AFM I’ve always been drawn to problems for which no off-the-shelf solution was available. In solving them, I could always rely on my strong conceptual and problem-solving skills, my lateral thinking and creativity, and also on my ability to listen, challenge people, and generate buy-in for ideas. Being placed in leadership roles over the years allowed me to hone my managing and coaching skills.

Jan 2013 - Present

Trainee

Amsterdam Area, Netherlands

I initially chose a career in the financial sector motivated by a desire to demystify – for myself at least - the arcane and engrossing machine that is the capital markets. A machine that had failed so spectacularly in 2008. Thinking like a true engineer, I figured it would be great to help make it more fit-for-purpose. NB: 10+ years in, I have a much better understanding of the inner workings of the capital markets as a complex, interconnected and IT-enabled system. I also have first-rate knowledge of all that is done to prop up the stability of the system. I now find myself dwelling on new questions as to what fit-for-purpose actually means: on avoiding the pitfalls of excessive financialisation of the economy, and on how to overcome the drawbacks of unmitigated capitalism in steering value creation; As an AFM trainee, I worked on various assignments within three different AFM departments over the course of two years. My assignments covered capital markets strategy, policy matters regarding clearing and settlement, developing IT-tools and performance measurements, and conducting formal enquiries and interviews.
