Part of the drafting team developing the Prime Ministerial Decree on Mine Closure. Ensured draft was structured to follow ICMM principles and guidance on mine closure. Ensured mine closure security provisioning followed World Bank Guidelines on mine securities. Developed the legislative mechanism linking closure plans, costing and adequacy of closure fund provisioning. Assisted the team drafting regulation on Ore reserves reporting; regulation on mine health and safety; regulation on fees and penalties. Contribute to the monitoring & evaluation review of World Bank and BGR technical assistance programs. Reviewed proposed Laos guidelines on construction and management mine tailings dams. Preparation of a guide for implementation of the mineral licensing process. Preparation of a concept paper for the proposed the mine auction process. Preparation of Ministerial briefing notes on mine closure, potash royalties, and safeguards for rare earth mine project development.In 2017 was invited to join the drafting team developing the third draft of the Law of Minerals. I introduced articles on mine construction plans, mine operational plans and mine closure, streamlined the process for Prospection and Exploration Licences and introduced new requirements on construction materials extraction as regulatory responsibility had been transferred across to the Ministry. I also resolved a impasse with industry and Government over proposed drafting of an auction clause. The revised law was passed by National Assembly in November 2017.

AusAID funded role providing support to the 'Gas Office' during later stages of the PNG-Australia Gas Project and transition to the PNG LNG Project.- Provided strategic planning advice to the PNG Gas Project Coordinator and Minister for Petroleumduring meetings with proponent Exxon Mobil, Oil Search, Santos and developers from Korea, Japan, Russia and US also interested in investing in the PNG gas industry- Liaised with Treasury, Department of Petroleum and other key agencies to keep their approval requirements in line with the project schedule- Coordinated PNG Government responses to Asian Development Bank non-financial loan conditionalities relating to environmental management, forestry and social impact associated with the project road corridor- Facilitated timely passage of key Petroleum Act changes through the Legislative Draftsman's Office to first reading in Parliament- Participated in meetings with principal landowners and delegates to resolve compensation matters- Participated in process to identify and secure suitable land for location of a future Liquified Natural Gas (LNG) plant and subsequent acquisitions process

The Northern Land Council (NLC) is an Aboriginal Representative body managing land rights and Aboriginal interests in the top half of the Northern Territory.- Managed the Mining Branch whose role was to organise meetings, consult and negotiate access or development agreements to undertake mineral and petroleum exploration or pipeline and transport corridors across Aboriginal freehold land subject to the Aboriginal Land RIghts Act or land subject to the Native Title Act.- Represented the NLC in ongoing monitoring and development activities at the Ranger Uranium Mine and Gove Bauxite Operations- Managed consultants negotiating pipeline corridor access for the 967km Blacktip to Gove gas pipeline that mostly crossed Aboriginal freehold land. Liaised with developer Woodside.- Negotiated agreements for the Bootu Creek Manganese Mine and transport corridor to the railway - the first time an agreement had been concluded over both freehold and land subject to Native Title. Mine became the largest freight user of the newly built rail line. Also negotiated agreements for the Mt Rawdon gold mine and re-opening of the Merlin Diamond Mine.

Developments included residential construction; large scale tourism developments, housing subdivisions, intensive animal husbandry, timber harvesting on private land.- Pioneered implementation of a risk management approach to manage building development on land subject to landslide risk based on qualitative and semi-quantative risk assessment- Successfully defended Council's risk management approach during planning appeals at the Victorian Civil and Administrative Tribunal (VCAT) and enquiries from the Ombudsman- Represented Council during hearings at VCAT where residents of Apollo Bay sought remedy for a large diesel leak from storage tanks that impacted multiple properties. Worked closely with the EPA to negotiate an equitable outcome
