While dual-hatted as Deputy Chief, CSS, quarterbacked the stand-up of and led the 3,000-person Engagement & Policy Directorate charged with directing and aligning NSA's Enterprise-wide engagement, strategic communications, mission compliance, policy and strategic planning. Orchestrated E&P missions and partnered with other NSA Directorates and IC organizations to deliver higher quality customer support to IC partners, Congress and other NSA consumers.

Developed and oversaw the execution of the Secretary of Defense's global ISR force allocation plan that includes the ISR assets, sensors, processing/exploitation/dissemination (PED) and architecture for all globally allocated ISR. As the DoD's joint functional manager for ISR, advised the SecDef and CJCS on ISR issues affecting all global force/Allied ISR at the Combatant Commands, and developed courses of action for ISR allocation and collection operations during crises. Delivered RPA orbit growth in FMV and intelligence collection and equivalent PED/communications capacity for Counter-terrorism operations.

Transformed and led 860-member federated intelligence enterprise by integrating cross-Combatant Command strategies to build cyber forces, synchronizing with global campaign plan/operational plans, and attaining the Presidentially-directed goal of holding the adversary's mobile nuclear targets at risk. As Senior Intelligence Officer at US Strategic Command, directed intelligence operations on nuclear, space, cyber, WMD, and mobile missile threats while influencing the power of the Intelligence Community to shape POTUS priorities and build strategies against adversary hard targets.

Directly supported 3-star Deputy Chief of Staff for ISR and the 400+-member Air Staff/A2 team responsible for ISR operations, capabilities development and force management. Guided team's interaction with Air Staff, Joint Staff and Intelligence Community. Revamped and managed senior intelligence officer management process, advised senior AF leaders on developing the ISR General Officer bench, as well as the the force development paths of over 17,000 enlisted and officer intelligence careers.

Directed PACAF Commander's ISR policy, planning programming, system development and unit support activities while serving as the functional leader for 500 intelligence professionals across 4 Numbered Air Forces (NAF), 3 Air & Space Operations Centers (AOCs), and 9 wings. Advised PACAF Commanders and his MAJCOMs on the capabilities and intentions of 49 nations in the Pacific region. Drove ground-breaking efforts for new RPA employment and Global Hawk sensor/PED planning for theater and for improving its Distributed Common Ground System (DCGS) capabilities.

Directed team of 42 collection managers to synchronize all intelligence collection across Iraq and enable operations for 150,000-member MNF-I command. Integrated national intelligence capabilities with airborne operations and tactical intelligence to maximize the effectiveness and optimize the agility of ISR. Orchestrated employment of multi-$B ISR enterprise supporting 21 platforms and partners that executed 180,000 hours of airborne ISR systems supporting find/fix/finish operations against extremists.

Led 800+-member Center comprised of Airmen and civilians charged with the mission of 24/7 operations for ground/air/sea/space-based network to monitor worldwide nuclear treaties. Directed operations for the only DoD unit validating foreign nuclear treaty compliance by using field elements in 50 nations on 6 continents with 14 manned locations. Managed Center's $250M annual budget and steered interagency efforts to leverage the $400M US Atomic Energy Detection System.

Directed operations of over 1,500 joint/combined military and civilian personnel to collect, process and analyze SIGINT/cyber in support of national, theater, and tactical missions. Developed new expeditionary SIGINT architecture for GWOT, steering NSA-Hawaii's vision for net-centric operations and delivery of critical intelligence to warfighters.

Commanded 455-member squadron to conduct special intelligence exploitation using $400M in state-of-the-art collection/processing systems to deliver time-critical intelligence to 7 AF, US Forces Korea, Combined Forces Command and national requirements on North Korean intentions, actions and activities. Spearheaded intelligence/operations integration by better linking AOC and DCGS weapon systems for 7 AF and USFK.

Stood up the new 100-person Combating Counter-Terrorism Division following the 9/11 attacks. Shaped CT debate through Theater's analysis-to-action process, establishing new analytical norms and targeting schemes for terrorists within the European theater that became the early standard across DoD. As Chief of 90-person Ops Div, orchestrated and coordinated intelligence operations throughout USEUCOM theater by directing the 24/7 watch, collection management, requirements & dissemination.
