Mark R. Wingate, P.E., serves as the Executive Vice President at MSMM Engineering, LLC. Mark brings over three decades of civil works experience to MSMM, comprising an impressive history in executive-level management experience for delivering flood risk management, hurricane and storm damage risk reduction, navigation and environmental and coastal restoration/sustainability projects. He served for nearly 31-years with the Corps of Engineers, New Orleans District which culminated with serving as the Lead Civilian (Deputy District Engineer for Programs and Project Management) for over 8-years at the New Orleans District. Along the way he also served in an acting capacity as the MS Valley Division Regional Business Director (SES position), Deputy Advisor on Infrastructure to the Executive Office of the President (EOP), and Chief of the Projects and Restoration Branch in the New Orleans District.He brings an expansive professional expertise to MSMM along with a shared passion and vision for heightening the sustainability of Louisiana’s coast and coastal communities. Recognizing his innovative achievements in the coastal sector, he was granted the first R. King Milling Distinguished Coastal Service Award by the Coastal Restoration and Protection Authority Board (CPRA) in December 2023. Mr. Mark Wingate, P.E. serves as the Deputy District Engineer for Programs and Project Management (DPM) and Chief, Programs, and Project Management Division (PPMD) for the New Orleans District, United States Army Corps of Engineers. Mr. Wingate is delegated full authority for management decisions related to all major District Civil, Environmental and Support for Others programs and projects. Projects include flood risk management, storm damage prevention, navigational projects such as channel improvements and lock & dam construction, environmental and coastal restoration/sustainability, river stabilization and harbor development. As DPM, Mr. Wingate’s duties include, but are not limited to:• Overseeing civil works program initiatives to ensure program continuity and commitments to customers;• Overseeing and monitoring program data preparation as it relates to program schedules, manpower, and budget requirements;• Managing projects that require substantial technical effort by functional elements including Planning, Engineering, Construction, Operations, and Real Estate; • Preparing responses to congressional subcommittee questions;• Directing the formulation of the New Orleans District's annual and multi-year program budget;• Advising subordinate employees on instructional methods, training, and safety requirements;• Planning subordinate work assignments and training; and• Supporting the New Orleans District's readiness posture by developing and periodically updating emergency plans.

Detailed from the New Orleans District, U.S. Army Corps of Engineers (USACE) to Director of the Regional Business Directorate for the Mississippi Valley Division (MVD) and the Mississippi River Commission (MRC), within USACE. In this position, Mr. Wingate serves as the principal advisor to the Commander of MVD and President of the MRC. He provides executive strategic leadership and technical expertise concerning the development and execution of a multi-billion dollar annual budget (including civil works integration, operations, planning, and real estate) for the Division and its six districts located in St Paul, MN; Rock Island, IL; St Louis, MO; Memphis, TN; Vicksburg, MS; and New Orleans, LA. This financial responsibility encompasses the engineering, design, construction and project management for flood control, navigation, water supply, hydropower and environmental restoration programs. Mr. Wingate will also oversee the direction of the Region’s leading strategic initiatives, while monitoring and coordinating implementation while directing the MVD Business Resource, Business Management, Business Technical, Watershed, and Contracting Divisions with a total workforce of 3,500.

Project Management Branch Chief with the United States Army Corps of Engineers (USACE) with broad experience in Project Management, Planning, Designing, Budgeting, Construction and Delivering Civil Works Projects. Responsible for delivering USACE Civil Works projects in the areas of Flood Risk Management, Ecosystem Restoration and Navigation. Areas of responsibility included project delivery under RESTORE Act and Lower MS RIver Diversions, LA Coastal Area Ecosystem Restoration, Mississippi River and Tributaries, Continuing Authorities Program, Flood Plain Management Services and Planning Assistance to States. Coordinated closely with USACE HQ and Division, State and Federal Agencies, NGOs, Parishes, Municipalities, Tribal Nations and project Stakeholders throughout Southern LA.

Served as a Study Manager, Project Manager and Senior Project Manager for traditional and non-traditional USACE General Investigations, Mississippi River and Tributaries, Continuing Authorities Programs, Planning Assistance to State and Flood Plain Management Services. Gained experience in delivering civil works studies (USACE GI Feasibility Studies) and construction projects. Delivered projects in close coordination with Tribal Nations, State Agencies, Parishes and Municipalities throughout Southern LA.

Developed/Executed 2 Dimensional hydraulic and salinity models for the Bayou Lafourche Fresh Water District. Developed and recommended alternatives to combat saltwater intrusion.

Developed Hyrdologic and Hydralic model to support the development of a Master Drainage Plan for the west bank of St. Charles Parish, LA.

Conducted Hydrologic and Hydraulic 1D and 2D modeling to develop outfall management plans for Lower Mississippi River freshwater and sediment diversions. Conducted drainage studies and "Breaux Bill" coastal restoration studies for LADNR.Developed numerous H&H models to address drainage concerns in Plaquemines and St. James Parishes. Developed 2D model of LaBranche Wetlands to support hydrologic modifications/ management.
