Director of Regional Affairs,USCG Office of International Affairs (DCO-I) - Responsible for all aspects of USCG International engagement and strategic planning at the Headquarters level. Formulates and coordinates U.S. Coast Guard policy on political-military affairs and international engagement for senior leadership, including the Commandant and Vice-Commandant. Participates in multiple international and interagency forums. Directly responsible for U.S. Coast Guard International Agreements, management of the International Visitors Program, and shaping USCG strategic engagement. Works directly with foreign Embassies/ militaries, Interagency partners (DoD & DoS) to advance strategic goals. Supervises staff of 18 personnel (military, civilian, and contractors).

Responsible to CG-1 (U.S. Coast Guard Rear Admiral) for all Human Systems Integration (HSI) elements (training, manpower, human factors engineering, habitability, survivability and systems safety) across all Coast Guard Acquisition Programs ($30B over 20+ programs). Reviews acquisitions plans and proposals, collaborating with CG-9 (Acquisitions), other technical authorities (CG-4, CG-6) and Sponsors (CG-7) to ensure proper solutions are incorporated into acquisitions programs. Directly supervises a staff of 24 (military, civilian, and contractors) with an $800K annual budget.

Coordinate security assistance and training for USCG worldwide training missions. Member of multiple, U. S. government interagency policy coordination committees that developed/coordinated foreign policy and international maritime security issues.

Directed geographically seperated staff responsible for managing program requirements (surface, aviation, C4ISR, weapons, and intelligence) for $24B, 25-year acquisition. Primary drafter for Congressional reports (and other oversight committees (DHS, GAO, OMB, etc).

Assigned to the Bureau of International Narcotics and Law Enforcement Affairs. Coordinates (24 x 7 x 365) U. S. government interagency consultations for variety of maritime actions (counter-narcotics, marine safety, piracy, migrants, etc) that could advserely impact U. S. foreign policy/relations. Primarly liaison to worldwide foreign governments to obtain authorization for wide array of desired U. S. government operations. Duties per Presidential Directive 27. Member of U. S. Interagency team that developed National Strategy for Maritime Security (signed by President)

Responsible for conducting independent and joint operations in support of national maritime objectives, including maritime law enforcement, maritime homeland security, search and rescue, and military readiness. Responsible for the material maintenance and condition of the ship - ensures unit compliance with applicable laws and regulations. Ship conducted patrols from the waters off New England to the Eastern Pacific Ocean. Annual budget of $700K. Averages 200 days a year at-sea.

Port-Au-Prince, Haiti

Responsible for the correct and timely conduct of all in-country U.S. Coast Guard operations, including maritime law enforcement, alien-migration interdiction operations, search and rescue, and aids to navigation. Coordinated matters with the U.S. Embassy Country Team, Department of Defense, other in-country Embassies, the United Nations, the Haitian National Police, and the government of Haiti. Collects and reports intelligence on in-country activities. Acts as maritime advisor to the Haitian Coast Guard. Reported directly to the U.S. Ambassador.

Responsible for responding to and resolving personnel, funding, training, and stream-lining issues for 2 Air Stations, 6 Groups, 1 Activity, 31 Stations, 11 patrol boats, and 200+ small boats. Oversees $1.5M annual budget. Supervises staff of nine.

Woods Hole, Ma

Commanded a crew of 16 - responsible for the safe navigation, operations, maintenance, administration, and readiness of the ship and crew. Ship conducts joint and independent operations in waters off New England for domestic fisheries enforcement, search and rescue, and drug and alien-migration interdiction operations. The region the ship operated in was notorious for frequent, heavy fog, rapidly changing weather, heave seas, large range of tides/currents, heavy seas, and heavy recreational and shipping traffic.

Guantanamo Bay, Cuba

Responsible for the conduct and scheduling of ships’ (USN and USCG) undergoing refresher training, limited team training, and shakedown training. Responsible for the planning and conduct of training designed to ensure ships can return to assigned fleet duties at highest state of readiness. Also assigned duties to oversee all shore-side logistics support for massive Haitian Migration Interdiction efforts (one of the largest maritime interdiction efforts in Coast Guard History).
