Responsibilities include:• Ownership, maintenance and publication of all Government of Malta ICT Policies.• Setting up a new ICT Policy Management function within MITA, including the definition of organisational structures, roles and responsibilities and procedures.• Conducting business and technical analysis to elicit requirements and identify gaps in the ICT Policy Framework.• Abstraction of appropriate principles to form the basis of policy.• Documentation and publication of Government ICT policies (http://ictpolicies.gov.mt).• Interpretation and clarification of policies when required.• Achievement of ISO 27001 certification for Policy Management function.• Participation in the introduction of a Records Management system and the formulation of Records Management procedures for MITA.

Tasked with managing the local implementation of the INSPIRE Directive.

• Defined reporting hierarchy, roles and responsibilities, position descriptions and procedures for MITTS Ltd's Enterprise Architecture Unit.• Researched and identified the appropriate architecture framework which resulted in the use of TOGAF as the organisation's and, by extension, the Government's Enterprise Architecture method.• Developed an Information Management Strategy for a Public Sector entity.• Developed a three year eProcurement Strategy for the Department of Contracts through investigation of eProcurement functions of foreign governments and the formulation of a detailed plan to achieve a list of prioritised tasks.

• Developed ITIL-based procedures for various Service Management disciples.• Participated in the definition of functional and non-functional specifications for a Service Management solution.• Reviewed procedures for the introduction of PRINCE II.

Project managed the initial e-Government implementations, including the:• creation of the Government’s web hosting platform• development of the Government web portal• implementation of the Government’s electronic payment gateway• introduction of an m-Government solution• co-ordination of other projects being delivered by other teams and targetted for the web hosting platform.

• Involved in defining a Government Architecture Framework.• Involved in the drafting of an Interoperability Framework for Government online services.
