Mr. Beckner leads development of a 10-year digital strategy to determine which digital disruptions add most value to the organization, when to invest and how to capitalize on opportunities and mitigate risks. Mr. Beckner guides senior leaders, SES and Flag Officers, throughout the organization to establish a more holistic understanding of digital disruption impacts, align different business unit’s individual drivers for success and coordinate cross business unit activities to assure a more synchronized effort with a shared vision across the organization. Some of the results from Mr. Beckner’s work as the CDO include:Establishing the first Navy Medicine mobile app for scheduling medical appointments, reviewing laboratory and radiological results and reordering medications and prescription eyewear now in use by thousands of customers. Planning and overseeing the first Navy Medicine virtual health pilots allowing Navy Medicine patients to engage in the management of their health from the comfort of their home with their personal smart phones. He oversaw and monitored the IM/IT aspects of projects that require the integration of multiple IT information sources to achieve the goals and objectives of Navy Medicine. Navy Medicine enterprise comprised of: Over 62,000 users,2 regional commands, 19 hospitals, 169 medical and dental clinics, 8 expeditionary medical facilities and 2 hospital ships. Mr. Beckner held a dual responsibility for maintaining Navy Medicine’s IT operations while leading Navy Medicine’s merger and integration of the Army, Navy, Air Force, and TRICARE Management Activity into a single and newly established Defense Health Agency (DHA) IT shared service capability. Mr. Beckner served on Navy Medicine’s Board of Directors as Deputy Chief of the Bureau of Medicine and Surgery (BUMED). Each deputy chief was responsible for collaborating with other senior executives outside of IM/IT to govern Navy Medicine resources in a manner which was in the best interest of the organization – not just IT, work as an executive team to tackle strategic initiatives that span across multiple business domains and serve as a personal advisor the Surgeon General on various IM/IT as well as non-IM/IT challenges as needed.
