Navy Medicine Surgeon General appointed Mr. Beckner as the Bureau of Medicine and Surgery’s first Chief Digital Officer (CDO) to respond to the evolving field of digital technology and its implications on the healthcare delivery system for over 500,000 service members and their families. Mr. Beckner leads development of a 10-year digital strategy to determine which digital disruptions add most value to the organization, when to invest and how to capitalize on opportunities and mitigate risks. Mr. Beckner guides senior leaders, SES and Flag Officers, throughout the organization to establish a more holistic understanding of digital disruption impacts, align different business unit’s individual drivers for success and coordinate cross business unit activities to assure a more synchronized effort with a shared vision across the organization. Some of the results from Mr. Beckner’s work as the CDO include:Establishing the first Navy Medicine mobile app for scheduling medical appointments, reviewing laboratory and radiological results and reordering medications and prescription eyewear now in use by thousands of customers. Planning and overseeing the first Navy Medicine virtual health pilots allowing Navy Medicine patients to engage in the management of their health from the comfort of their home with their personal smart phones. Designing, establishing and operating the Navy Medicine Consolidated Information Center (CIC) which provides Navy Medicine the organizational structure, the governance processes, technical tools and human talent to seize the opportunities and mitigate the risks associated with Big Data, Advanced Analytics, Robotic Process Automation and Artificial Intelligence.

As CIO, Mr. Beckner was responsible for the oversight and strategic delivery of health information technology and informatics for the U.S. Navy health enterprise. Mr. Beckner established Navy Medicine enterprise wide IM/IT strategic direction, policy, and standards. He oversaw and monitored the IM/IT aspects of projects that require the integration of multiple IT information sources to achieve the goals and objectives of Navy Medicine. Navy Medicine enterprise comprised of: Over 62,000 users,2 regional commands, 19 hospitals, 169 medical and dental clinics, 8 expeditionary medical facilities and 2 hospital ships. Mr. Beckner held a dual responsibility for maintaining Navy Medicine’s IT operations while leading Navy Medicine’s merger and integration of the Army, Navy, Air Force, and TRICARE Management Activity into a single and newly established Defense Health Agency (DHA) IT shared service capability. Mr. Beckner served on Navy Medicine’s Board of Directors as Deputy Chief of the Bureau of Medicine and Surgery (BUMED). Each deputy chief was responsible for collaborating with other senior executives outside of IM/IT to govern Navy Medicine resources in a manner which was in the best interest of the organization – not just IT, work as an executive team to tackle strategic initiatives that span across multiple business domains and serve as a personal advisor the Surgeon General on various IM/IT as well as non-IM/IT challenges as needed.

Responsible for overseeing all aspects of financial, staffing and customer relationship management of a 50 Million dollar Business Unit. Served as an internal customer advocate for the government, helping bridge the gap between development / integration vendor and the government. Responsible for strategic planning, performing market analyses, reducing the costs and risks associated with pursing new opportunities and developing a detailed five year execution plan to position the organization for success in an emerging market.

Lead the Integration and Support Directorate which was responsible for requirements clarification, design, development, deployment and sustainment of all centrally managed combat medial IT systems. Provided technical and functional expertise to project managers within the division and served as a trusted advisor to Senior Executives. Lead Department of Defense representative for the Electronic Health Record (EHR) used in the White House providing ongoing support for their in-house and mobile EHR capabilities.

Ensured that over 10M in government projects were executed on time, within budget, delivered desired capabilities and were in accordance with policies. Developed and reviewed schedules and project plans, closely monitored work progress and managed schedule and budget conflicts as they arose within the Medical Command and Control Systems. Conducted risk assessments and developed risk mitigation strategies, evaluated the quality of products developed, and oversaw the submission of deliverables. As Lead the successful design, prototyping and development and deployment of a multi-million Advanced Concept Technology Demonstration (ACTD) and transitioned the advanced technology into operations.

Established and managed Navy Medicine's first Healthcare Information Technology Program Management Office of 82 staff members . Developed policies and procedures by which all Healthcare IT projects within Navy Medicine were to conform to as well as the elements of success used to measure effectiveness and efficiency. Identified staff skill requirements, development of program management guide book and templates as well as assessed active projects for compliance with the established standards.

Responsible for assessing the Healthcare IT security posture of the Navy Medicine networks and systems. Established a 5 year Strategic Plan to establish the optimal security posture for that environment. Decomposed the strategy into executable objectives and saw the plan through the early years of execution by creating a collection of diverse coordinated projects through multiple partners to move Navy Medicine from the baseline assessment to the goal security posture.

Engaged customers to identify requirements; developed prototypes to gather end user feedback; designed and developed software to improve customer business. Served in a lead role in developing a prototype leveraging new software technology which went on to become the organization’s lead product. Provided ongoing software engineering maintenance support for the products in production including custom reports, executive dashboards, and database design.

Cared for patients in the prevention and treatment of diseases and injuries in the field, the ambulance and the Emergency Department. Assisted with surgical procedures, provided nursing care to patients, administered medicine and collected specimens. Managed staffing schedules, developed and executed an Emergency Department staff training program and managed a 50K department budget for supplies and equipment.
