Project: WNYHealtheNet RHIO is an insurance payer consortium serving upstate New York. It was the first healthcare information exchange (HIE) to seek CAQH CORE (Committee on Operating Rules for Information Exchange) Connectivity certification. The CAQH CORE process centers on rule development, testing and certification, and measuring/tracking outreach. APP Design is a leading developer of healthcare information systems. APP Design’s CORE Server is a web-based EDI clearinghouse built to meet CAQH CORE Connectivity Phase I and II compliance guidelines for HIPAA X12 270/271 eligibility and 276/277 claim status messaging transactions. Following WNY HealtheNet’s certification, my project deliverables and artifacts have been shared by CAQH with other organizations seeking the CORE certification. Responsibilities:• Created the CORE certification project Communication Plan, Risk Management Plan, Capacity Plan, Migration Plan, and Test Plan• Elicited business and functional requirements from business users and the IT teams. • Created CORE Server Functional Requirements, including SOAP and WSDL messaging, web services, transaction processing rules, and Payer server implementation. • Created CORE Server Provider Implementation Guide, including training and reference materials. • Created CORE Server System Architecture Design, including workflow diagrams and narratives for business-facing components such as clearinghouse transaction processing between Payers and Providers.• Created the CORE Server Payer Connectivity Guide including detailed technical diagrams of web traffic, network configuration and WSDL and SOAP XML messaging.
