• Lead role in the development of the initial policy work for the 2001 review of the Local Government Rating Act• Managed the final stages of the policy development work on the Local Government Act review (April-June 2001)

• Appointed, built and led the team responsible for successfully merging four councils into one large one (sixth largest in New Zealand at the time)• Oversaw the development of comprehensive, integrated strategic policy advice to the Mayor and Council• Provided effective financial management and planning that stabilised the finances of the merged council and established the foundation for future development• Oversaw the development of the District Plan under the Resource Management Act 1991 (arguably the first Council to produce a development oriented plan with strong provisions for environmental protection consistent with the principles of the Act)• Led (with the Mayor) the building of alliances with government, business and the voluntary sector• Established and chaired an inter-sectoral group of central and local government representatives to work on joint initiatives and co-ordination of activities and programmes within Waitakere City• Led the establishment of a specialist economic development agency to strengthen the economic base of the City• Strengthened the commercial property arm of the Council (Waitakere Properties Limited) to undertake developments to demonstrate the commercial viability of urban development within a sustainability framework• Established strong relationships with local Iwi (tribal) organisations (Ngati Whatua and Te Kawerau a Maki) and with the pan-tribal, Urban Maori Authority, Te Whanau o Waipareira• Worked on the development of Te Taumata Runanga (the Council’s Maori Advisory Committee)• Supported successful initiatives to establish a “coalition” of Pacific Island groups to engage with the Council, that resulted in the first memorandum of understanding between the Pacific community and a local authority in New Zealand• Chaired the Auckland Local Authorities Chief Executives’ Forum for two years ( 1997/98)
