Mark was recruited by Mayor Mike Duggan in Fall 2016 to create the Office of Mobility Innovation with the mission of launching new mobility services for all Detroiters and ensure the City served as a model partner with the private sector. This office was the first of its kind for a city in the US and Mark essentially created the process for innovating mobility solutions that many other cities are now replicating. By focusing on inclusive innovation, the outcome of Mark’s work was clear: it is easier for all Detroiters to get where they need to go, compared to when he started. The development and implementation of mobility solutions for Detroiters around public private partnerships, launching new city mobility services, and leadership and strategy. Key highlights include:Led City’s transportation Covid-19 response by developing a transportation service to transport patients to the City’s testing site, and developing TNC and micromobility programs to support essential employees.Developed a late-night transit service pilot, Night Shift, to provide first/last mile Lyft and taxi service to Detroiters. Led the process to align fares among transit providers in Southeast Michigan, created the brand Dart for transit payment, and led the implementation of the Dart Mobile App. Worked closely with MoGo, Detroit’s bike share service, to launch their initial 43 stations.Raised over $15M in grants and philanthropy funding for mobility innovation efforts over four years. Assisted the Chief Operating Officer a restructuring that included overseeing all departments that impact transportation.Developed a partnership with General Motors Maven group to expand car share in Detroit, both on-street and off-street.Oversaw the initial deployment of 1,200 scooters in Detroit.Led the City’s partnership with DTE to launch the region’s first fast charging stations using public right-of-way

Mark founded and led Sam Schwartz’s consulting’s group that focuses on solutions for cities. As the founder and leader of the group, Mark was responsible for acquiring and retaining new clients, building the advanced intelligence pipeline, managing client relationships, and attracting and retaining talent. He grew the Chicago office from one person to fifteen over a five year period and annually added the most new government clients to the firm’s portfolio.
