During construction, he coordinates and monitors the work of development contractors and outside engineers. Mark establishes and tracks project schedules, oversees bid selections and approves payments. Mark develops annual engineering and construction budgets, with future year forecasts, and monitors the expenditures, including obtaining approvals for expenditure.

Work included computer modeling using HEC programs and hydrodynamic models including SWMM. Performed hydraulic and hydrologic studies in watersheds across the State of North Dakota, worked to alleviate flooding issues in Devils Lake Basin, Red River Valley and Missouri River Valley. Was stationed at Emergency Operations Center during Red River Flood of 1997. Performed and lead various geographic information services (GIS) projects related to wetland drainage and flood protection.
