It was the first and only post graduate program in environmental management in Croatia and offered specialized degrees and doctoral degrees in condensed short course periods for working students in facilities in Dubrovnik and in Zagreb. I personally brought the idea to scores of high ranking politicians and influential academics for over 2 years until I reached the office of vice minister of the environment ministry, Dr. Roko Andrićević, who was invaluable in building the founding Steering Committee and creating the EMS program, ultimately accepted by the University of Zagreb.
