Dell was the systems integrator for the very successful Qatar national health system Cerner Millennium EMR implementation at 8 hospitals and 25 clinics. Managed the multi-national Enterprise Architecture teams at Dell’s healthcare accounts in the region. Performed strategic technical planning, solution assessment and selection, and technical troubleshooting for enterprise capabilities. Established frameworks and standards to direct the design and build of technical solutions. Analyzed and prioritized enterprise IT solutions for Sutter Health, the largest healthcare provider in Northern California, where Accenture was engaged to fundamentally transform IT project delivery in support of revenue cycle, finance, supply chain, human resources and clinical integration initiatives.

Collaborated with senior management at ten hospitals and more than fifty ambulatory and administrative facilities in the Sacramento-San Joaquin market to craft regional and local IT strategic plans that align with the Dignity Health enterprise strategic plan. Staff of ten provided local leadership to oversee all IT operations and project activities in a matrixed IT model.• Developed, initiated, and oversaw clinical, business and infrastructure IT projects to support Dignity Health’s corporate IT and business strategies.• Oversaw implementation of the Cerner Millennium Electronic Medical Record (EMR) suite at five Sacramento-area hospitals in 2009. Dignity Health met CMS Stage 1 Meaningful Use requirements and attained Stage 4 of the HIMSS EMR Adoption Model in 2011. This success led Dignity Health to roll out the Sacramento Cerner build throughout the rest of the hospitals over the next five years.• Managed the regional IT project portfolio.• Oversaw upgrades of the Allscripts TouchWorks EMR and 1200 desktop devices at fifty clinics to attain Meaningful Use in 2012.• Worked with our Dell IT outsourcing partner to ensure their service delivery met agreed service levels.• Oversaw the market’s HIPAA 5010 and ICD-10 remediation efforts.• Supervised local cybersecurity audits and activities to comply with HIPAA requirements.• Developed and published the Sacramento market’s three-year IT strategy in conjunction with hospital leadership.• Worked with corporate and local leadership to socialize transition from onshore to offshore service desk.• Coordinated between the regional leadership and IT resources to develop a successful Accountable Care Organization (ACO) pilot with CalPERS (the California state employee retirement system), Blue Shield and Hill Physicians, a large Northern California medical group, saving over $15 million in the first year.

As the local CIO, supervised all IT project and support activities at two Dignity Health hospitals and the regional office to ensure current and future IT needs were met and aligned with the operational and strategic plans.• Collaborated closely with hospital management to coordinate the implementation of the following enterprise strategic applications: the Cerner Millennium EMR system, Siemens Electronic Document Management system, McKesson Horizon Surgical Manager OR system, and Siemens MedSeries 4 billing system implementations; a regional McKesson PACS implementation; and associated infrastructure upgrades.• Managed all IT operational activities to meet Service Level Agreements within a matrixed enterprise IT structure, including applications, data and voice network infrastructure and operations, and desktops.• Oversaw the installation of the Allscripts TouchWorks ambulatory EMR at twenty clinics in the region.

Managed all enterprise data center operations. Environment included clinical and administrative applications running on OS/390, Tandem, VMS, AIX, Linux and Windows platforms, totaling 225 servers. • Authored the RFP, negotiated the contract, acquired and managed the installation of an IBM 9672-R25 mainframe system to run billing and administrative applications.• Created and managed UCSF’s first IT disaster recovery plan, negotiated a contract with IBM for offsite recovery services, and managed twice-yearly disaster recovery testing.• Refreshed the enterprise data storage infrastructure, moving from tape silos to virtual tape technology, with an investment payback of 18 months and ongoing operating savings of $70,000/year.• Outsourced the data center printing operation, saving $120,000 the first year in operating costs, eliminating $350,000 in necessary capital investment and reclaiming 1200 square feet of raised floor space.• Built a comprehensive business case to merge Medical Center and Campus data centers that would save $550,000 in overall operating costs and upwards of $2 million in net infrastructure investment.

Created the Production Control department of the new National Data Center in Riyadh. Managed all data center testing and implementation of the largest reengineering project in the bank's history that replaced all of the retail systems with the Y2K-compliant Alltel Systematics suite in late 1999. Created an enterprise disaster recovery plan and managed twice-yearly disaster recovery testing at the backup data center in Dammam.
