I lead teams pursuing large, strategic contracts for the $2B per year Health Group in Leidos. I develop bid strategies, oversee development of technical solutions and staffing, negotiate teaming, lead management reviews, and manage the proposal development teams. I serve as technical lead and mentor for the entire Capture Management organization and typically run opportunities >$100M and those in new business areas requiring complex solutions. My teams have won many hard-fought bids for more than a billion in revenue and are frequently sought by management when a must-win challenge occurs.

I have covered a lot of ground in my years of consulting: from commercial companies (CSX Railroads, United Airlines, Pfizer, Bristol-Myers Squibb, Chase Financials, etc.) to government agencies (CMS, USDA, FDA, CDC, Homeland Security, etc.). I have held roles from strategic advisor, program manager, solution architect, to analytics team manager, and data scientist. Some accomplishments during my consulting career with Leidos / SAIC are:• Business Development: Lead technical author for numerous successful hundred-million dollar proposals. Developed whitepapers and articles on a range of topics from disease surveillance to design of commercial healthcare IT systems. • Strategy: Developed 5 year roadmap to make USDA a more data-driven agency and briefed to the Secretary of Agriculture. Developed application portfolio analysis for CSX Railroads and presented to entire C-suite. Developed biotech investment analysis for SAIC Venture Capital. Developed business development strategy for Leidos / SAIC operations.• Analytics: Led teams at CDC, USDA, and FDA doing policy analysis, risk analysis, and predictive model development. As a Data Scientist I used machine learning, graph modeling, social network analysis, and other deep data mining techniques to find process inefficiencies in hospital practices. Developed reference architecture for the Leidos Commercial Health Analytics Practice including Data Governance, Analytics Maturity, Roadmap Development, and Risk Assessment. • Software: Served as Program and Project Manager, Enterprise Architect, and Solution Architect on numerous high profile development tasks. Designed a complex system to detect bioterrorism for Homeland Security. Led the CRM integration for a major financial services firm, developed call center applications for a major transportation firm, designed scheduling algorithms for an international airline, and data management applications for a major pharma.

I served as the CIO for a small, high-technology start-up company that recovers and recycles the valuable metals from nuclear waste. I managed personnel, budget, strategy, operation, and maintenance for all IT functions. As a start-up I also worked closely with other teams providing technology expertise. This included designing and implementing many of the materials handling systems, laboratory systems, and radiation monitoring systems.

I began my career by learning the basics of Project Management as a contractor at NASA’s Kennedy Space Center. I quickly worked my way up to Senior Project Manager where I led the payload (cargo) technical teams for ten Space Shuttle Missions. These complex integration and launch programs spanned many months (sometimes years), hundreds of staff and specialized equipment, and teams spread across the globe. During this time I also led a software team that successfully delivered a new scheduling application for NASA projects.
