Technical Program Manager leading a matrixed, geographically dispersed team, across multiple contracts, responsible for the development of capability descriptions, program impacts, schedule, and risks and associated cost estimates in accordance with ODNI ICD 109, capturing the program organization’s vision for transformation of the overall domain architecture to be cloud based and automated with the implementation of various machine learning/artificial intelligence (ML/AI) and natural language processing (NLP) models. Responsible for refinement of Key Performance Indicators (KPIs) into actionable Lean Business Cases (LBCs) and Minimum Viable Products (MVPs), generating development roadmaps, dependencies, risks and opportunities, documenting program and cost impacts, and capturing the details for authoring the necessary documentation to support agency and ODNI level Independent Cost Estimates (ICEs). Accomplishing these goals requires the coordination with government Senior Government Officials (SGOs), Program Managers, Product Owners, and SMEs to gain the understanding of the architecture and process flows, develop options, hardware and software impacts, and development timelines. The data collected is used to generate the necessary BOEs, POEs, and the overall description document for review by the agency for submittal to ODNI. This position is also responsible for generating, supporting, and defending capability and financial briefs and directorate Program of Money (POM) planning to agency SES directors and financial management divisions, identifying options to work towards an agreeable and affordable solution.

Responsibilities include providing Program Management expertise for a team System Integrators (SIs) and employing resources and controls to meet cost, performance, and schedule requirements for the agency throughout the system lifecycle. Serve as a trusted advisor to the agency by providing sound technical analysis of the issues and providing recommendations. Provide regular program briefings to senior officials and contractor staff. Develop staffing plans and requisitions, conduct interviews, and make recommendations for hiring personnel. Manage staff utilization, tasking, and provide mentoring and coaching as necessary.

Responsibilities included participation in pre-deployment planning meetings to educate customer sites of the project’s network architecture and coordinate system integration with the site and all segments involved. Provide insight and experience in oversight of developer’s cost and technical proposals concerning the deployment of upgrades and new system hardware.

Project Lead responsible for the leadership, management, and technical oversight of a geospatial dissemination project for a government agency. Responsibilities include providing Program Management expertise in employing resources and controls to meet cost, performance, and schedule requirements for the agency and presenting Project briefs to senior agency management. Provide SI support by attending scheduled milestone reviews, supporting deployment preparation reviews, and provide technical insight of system deployment and integration.

Technical Lead responsible for staging, installing, and maintaining multi-million dollar archive and dissemination systems at various customer locations for a government agency. Provided leadership of a team of five (5) personnel responsible for new installations, upgrades, and de-installation of systems; monitoring, maintaining, and designing enhancements for the system and network architecture; confirming system readiness during pre-deployment activities, as well as overall lead responsibilities. Conducted interviews, made recommendations for hiring personnel, and provided training to new personnel on the design and characteristics of the system and aids for troubleshooting.
