I am a Partner and Advisory Committee Member at Sandler, Travis & Rosenberg, P.A., resident in the Portland, Maine office. My practice is focused primarily on import and export trade law and assisting clients in acquiring duty-saving benefits under the First Sale Rule and other customs declared value-related initiatives.With respect to imports, my practice focuses primarily on providing strategic advice and counsel to a wide range of multinational clients on international trade and customs law matters, including: product classification; complex valuation-related issues such as validating related party arm’s length pricing methodologies and the dutiability of retroactive transfer price adjustments; product marking and labeling; prior disclosures; liquidated damages and penalty mitigation; CF-28/29 responses; protests; corporate manuals and training; certification and validation under both the CTPAT Security and CTPAT Trade Compliance initiatives; determining the dutiability of royalty or license fee payments; properly identifying, valuing, and apportioning the dutiability of assists or other additions to value, and; merchandise qualification for duty-free treatment under free trade agreements and other trade preference programs. I also have extensive experience assisting clients in properly structuring multi-tiered transactions to maximize lawful duty savings under the First Sale Rule.I hold a J.D. from The John Marshall School of Law at the University of Illinois at Chicago and a B.S. in business administration from the University of Nebraska - Lincoln. I am admitted to practice before the U.S. Court of International Trade, the U.S. District Court for the Northern District of Illinois, the Illinois Supreme Court, and the Supreme Judicial Court for the State of Maine. I am a member of the bar in Maine and Illinois (Ret.), the Chicago Bar Association’s Customs and International Trade Law Committee (Ret.), the Chicago Customs Brokers and Forwarders Association (Ret.), and volunteer my time to provide pro bono legal services to low income clients through Maine’s Volunteer Lawyers Project. I am also proficient in German.
