Serve as a senior leader within the Department of Defense Office of General Counsel and as one of four senior legal advisors to the Under Secretary of Defense for Personnel and Readiness, the senior Defense official responsible for all personnel and readiness matters of the DoD, advising on a range of issues including military accession, recruiting, and retention policies, military pay, benefits and compensation matters, and religious accommodation practices and requirements for military and civilian personnel.Serve as the senior legal advisor to the Assistant Secretary of Defense for Health Affairs, the Secretary of Defense’s senior medical advisor, on a range of health care and administrative law topics related to the Department’s $50 billion annual health care program, such as the management of the TRICARE Program, clinical quality management, patient safety, regulation of health care providers, and hospital operations.Effectively and directly advise senior Department leadership, up to and including the Deputy Secretary of Defense, on complex legal issues related to sensitive personnel and health care matters, often serving as the personal and primary legal point of contact for senior and high-ranking officials.Assist the Deputy General Counsel for Personnel and Health Policy to effectively manage the immediate legal office, consisting of 13 attorneys and four paralegal staff, supporting a legal enterprise with over a thousand attorneys, to include leading office management projects or initiatives, providing direction or oversight over office processes and functions, developing and implementing best practices for effective office functioning, or other tasks related to the effective operation of the office. Lead, oversee, and manage legal and interdisciplinary teams to complete and resolve high-priority, complex, and sensitive professional legal projects and issues on personnel and health matters critical to Department of Defense priorities.

Served as the senior legal advisor to the Assistant Secretary of Defense for Health Affairs, the Secretary of Defense’s senior medical advisor, on a range of health care and administrative law topics related to the Department’s health care programs.Served as the primary legal advisor to multiple Department of Defense-wide task forces, projects, and initiatives to address issues including COVID-19 medical testing, vaccination, and public health and force protection policies, effective management of the Military Health System, military service by transgender individuals, military service by HIV positive individuals, medical and religious exemptions from medical readiness requirements, and ensuring access to reproductive health care services for Service members and their families. Served as the chief health care attorney for the Department of Defense, reviewing legal and policy documents, providing legislative drafting services, and providing legal advice regarding other Department health care and personnel related initiatives.
