Technical expertise in cutting edge technology reduced a seven volume site characteristic product down to one volume and a CD-ROM. This folder standardized many national level crisis mangers contingency plans for Department of Defense (DoD) Special Weapons and Chemical Storage Sites worldwide. This document was favorably examined at the highest levels of government during the congressionally mandated National Level Exercise “TOPOFF”. • Establish a $6.5 million Special Category (SPECAT) program that transitioned research developments in to operational use.
