As COO at NTE Energy, Mark was responsible for managing all development and corporate activities, facilitating NTE’s equity and strategic equipment supplier relationships, and supporting the asset management, finance, business development and human resource teams. This role spanned the family of NTE companies, including NTE Energy, NTE Solutions and NTE Hybrid. Mark also led the development of a new natural gas-fired combined cycle generating facility in Connecticut.

NTE Energy (d/b/a NTE Solutions) is an energy and infrastructure services provider. As Principal at NTE Solutions, Mark supported both the project development group and the corporate operations team. In his project development role, Mark was responsible for managing and executing all development activities associated with multiple client engagements. In his corporate operations role, Mark was responsible for ensuring efficient utilization of internal staff, facilitating client administration and supporting the finance, business development and human resource teams.

As Vice President of Project Development at NTE Energy, Mark was responsible for leading complete development efforts for NTE’s energy and infrastructure clients, including the greenfield or retrofit development of hybrid renewable power projects. Specific functions included managing all proposal preparation, budgeting, scheduling, engineering studies, permitting analysis, biomass fuel assessment, financial modeling, and stakeholder engagement.

- Directed all project development activities (permitting, community outreach, fuel studies, EPC, interconnection and financing) for a proposed 30 megawatt biomass power facility in Watertown, Connecticut, with an anticipated capital cost of $150 million.- Led the project sale process and due diligence and facilitated transfer of project ownership from Tamarack Energy to Energy Investors Funds, a private equity fund manager.- (Held role as employee of Tamarack Energy from April 2007 to March 2009 and as independent consultant since April 2009.)

- Led project conception, site selection and initial development of a 30 million gallon per year biodiesel production facility in Albany, New York, with an anticipated capital cost of $55 million.- Developed a multi-technology, distributed generation proposal for a large, mixed-use brownfield development in New Jersey.- Supported land lease acquisition, met tower data acquisition, and initial permitting of several utility-scale wind farms in upstate New York.

- Executed an internal sourcing management process in the chemical process and utility equipment supply sectors to drive cost reduction opportunities via stakeholder mapping, market research, supplier negotiations and contract language reconciliation.

- Led basis of design and detailed design activities, including scope and P&ID development, equipment and instrument specification and hazardous operations reviews for a pharmaceutical manufacturing capacity expansion project.- Conducted process fit, site selection and technology transfer activities for a new pharmaceutical manufacturing project, including comprehensive scope development, key site stakeholder reviews and new technology options analysis.

- Led manufacturing site remediation efforts in New Jersey, Virginia, England and Holland including regulatory process management, operation and maintenance coordination, contract management and process optimization.
