Mark looks after Murawin's Evaluation and Research practice. He has extensive experience in First Nations program evaluation, climate risk management, population health, governance, justice, community development, international development, social enterprise, and Aboriginal and Torres Strait Islander wellbeing.

Mark was commissioned to direct & produce over 40 documentary films about organisations and people creating impact and social change. Key clients included Australian Volunteers International, Diabetes Queensland, Queensland Social Enterprise Council and the Department of Foreign Affairs and Trade.

Mark provided high-level program guidance and oversight to domestic consulting projects and regularly responded to government proposals for the business. Mark facilitated the delivery of innovative, best-practice programs in line with Abt Associates’ strategic objectives. Mark oversaw a portfolio of domestic and international projects specifically: Youth Through-Care and Adult Through-Care Queensland Correctional Services CREST Clinical Governance Project. In addition, Mark provides technical inputs as a lead evaluator for the Specialist Health Service.

Mark lead all Australian programs managed by Abt Australia, enhance performance, improve outcomes and maintain client relationships.

Mark successfully directed the PNG Governance Facility (PGF), valued at $510 million, ensuring on-time delivery in collaboration with the PNG-based Operations Director. He effectively liaised with corporate services to guarantee the availability of suitable systems, policies, and procedures for the program teams. He led the enhancement of business operations, oversaw performance monitoring, and developed strategies for ongoing improvement. Mark was instrumental in ensuring that program teams adopted and adhered to compliant management and operational systems. He was responsible for identifying, monitoring, and mitigating program management and operational risks, including fraud and security. Additionally, Mark fostered relationships with the client and key stakeholders, provided mentorship to the Program team, offered insights on program execution, facilitated necessary adjustments, and shared acquired knowledge. He also played a key role in communicating details of Abt's governance programs to internal stakeholders.

A board member during 2015 and 2019. Mark provided strategic advice to the board for the delivery of social entrepreneurship programs. Advocate for more social procurement from corporations, governments and funders. Encourage investment in the sector and broker new contracts.

Mark lead the research communication activities for the AusAID funded 'Knowledge Hubs for Health Initiative', through the Health Information System Knowledge Hub ($AUD 6m) at the University of Queensland. Produced policy briefs and other technical papers for the Department of Foreign Affairs and Trade. Collaborated with Research Managers within the Hub Initiative to disseminate research. Established and maintained effective working relationships with internal and external stakeholders. Executed all external contracts related to the design and development of academic products.

Mark wrote new policies which improved community outcomes in Melbourne’s central business district.He devised a new methodology to map and evaluate whether interventions into amenity improvements that were having a demonstrable effect. Mark trained staff on how to construct SMART indicators and how to define their theory of change for community health programs. Mark pioneered the use of video ethnography as an effective way to evaluate social issues and promote policy recommendations. Commissioned and undertook research to inform elected representatives about emerging needs in health policy. Identified service gaps relating to community needs, making recommendations for new and existing projects and programs. Built strong and respectful working relationships both across the Melbourne City Council and with external stakeholders.

Mark was proactive in identifying and tracking proposal opportunities across the Pacific and South East Asia. He was key in contributing strategic insights to foster the growth of international health projects. Mark skilfully negotiated several fruitful collaborations with partner entities and independent consultants for various projects and bids. He adeptly led proposal-writing teams, ensuring coordinated efforts and the delivery of superior outcomes within set deadlines.

Mark managed a multi-functional team of eight staff and 90 volunteers for the development, implementation and monitoring of up to nine community development projects a year. He established strategic plans and models to support Youth Challenge International's strategy. Mark managed human and financial resources; introduced new practices and policies to provide staff and volunteers with clear leadership.

Mark taught research methods and evaluation strategies for analysing international health programs. He provided students with information on comparative economic measures; critical evaluations of health programmes, and an understanding of international funding institutions including the World Bank, WHO, and the UN. Taught the Indonesian Health Economics Program, including benchmarking against Australian standards.
