The Boys and Girls Clubs of the Coastal Plain serves youth in seven counties across Eastern North Carolina through a dedicated staff of committed professionals who work every day to carry out the Mission Statement of the Boys and Girls Clubs of America.

* Focus on Community Oriented Policing - increased interaction with the community through engagement activities/initiatives, public speaking, and social media - Expanded civic organization liaison and outreach efforts from 20 to 40 special interest groups that reached beyond the typical neighborhood associations and into the underrepresented groups in community* Focus on Crime Reduction / Pedestrian + Bicycle Safety - conduct data and crimes analysis, identifying and analyzing patterns and trends for allocation of resources, e.g., _ Implemented a CompStat data analysis process every 2 weeks; coupled with a Crime Reduction Initiative Area (CRIA) model to analyze violent and property crime trends every 6 months; resulted in 14% reduction in crime 2015-2019* Created a “Traffic Safety Task Force” comprised of a collaborative group of law enforcement, engineers and healthcare representatives to address safety concerns related to traffic, pedestrian and bicycle safety; motor vehicle crashes reduced by 9% from 2015 – 2019 (400+ annually); pedestrian injuries reduced by 37%; fatalities reduced by 33% and City of Greenville dropped from #1 to #5 in NC rankings by NCDOT* Lead and oversight of the E911 Dispatch Center operated by 20 staff with 90K+ annual calls for service comprised of 65K+ citizen calls + 25K law enforcement officer-initiated calls* Completed 3 separate strategic plans focused on short and long-term approaches to current and emerging trends in law enforcement related to technology, staffing, organization, creating a culture of integrity and fairness, and strengthening internal and external communications* Development, implementation, compliance and oversight of policies encompassing all aspects of police operations from the routine to high priority policies annually covering 400+ professional standards from the Commission on Accreditation of Law Enforcement Agencies (CALEA) policies and procedures; CALEA re-accredited in 2019

* Established a “Crisis Intervention Team (CIT)” to recognize a mental health crisis was a non-criminal act; implemented a nationally recognized training and response protocol through the International Crisis Intervention Team; established “Differential Policing” through creation of an on-line reporting system and expansion for non-sworn auxiliary police responsibilities* Implemented intelligence-led “Predictive Policing”; created up-to-date watch box models for each patrol beat during a single shift using factors derived from crime data, through a unique software, PredPol, which incorporated gun violence, among other factors, to develop precise 500 foot prediction boxes; improved visibility and outcomes using brief patrols to maximize program effectiveness * Created an automated “Safe Speeds for Students” program in school zones established by a new city ordinance, contract evaluations and community engagement; resulted in 80-90% reduction in speeding near schools* During career engaged with AFSCME local government bargaining unit(s) in MD on contract issues and/or grievances, worked collaboratively with the City during contract negotiations and familiar with grievance and arbitration proceedingsIncreasing Rank/Assignments• Acting Chief of Police (2012 – 2013); Captain of Operations (2009 – 2012); Lieutenant of Patrol (2007 – 2009) • Director / Co-Director, Washington County Narcotics Task Force (2001 – 2007); Sergeant of Patrol (1998 – 2001)• Detective, Criminal Investigation Division (1995 – 1998); Patrol Officer (1992 – 1995); Police Cadet (1989-1992)
