Performed strategic and organizational planning, policy guidance, and direct supervision over various departments. Served as Acting City Manager in the absence of the City Manager.

Assisted in the oversight and management of a government administration of over 860 employees and a budget of approximately $124 million; worked with an 18-member board; oversaw departments of Economic Development, Planning and Zoning, County Highway, and the County's public transportation program, totaling $15.5 million in annual expenditures, 5 direct reports and 75 employees. Major highlights included:• Receiving designation of two Enterprise Zones in Peoria County from the State of Illinois. • Working with minority contractors on startup, technical assistance, financing, and job opportunities.• Participating in the regional asset-mapping effort related to economic and workforce development, identifying strengths, gaps, and opportunities.

Provided overall strategic and operational leadership for the 501(c)3 nonprofit organization. Implemented various economic development strategies through business attraction, retention and development. Financially managed revolving loan and tourism development funding from the City of Canton. Provided annual budgeting; monthly financial reporting; human resource management; and public relations for the organization. Worked closely with the City of Canton Mayor and staff while reporting to a 13-member community-based board. Managed 3 employees. Major highlights included:• Attracting Cook Medical, Inc. to build a $7.5 million 45,000 sq. ft. manufacturing facility to employ up to 300 people on a reclaimed brownfield site (2010). • Working with Spoon River College to help facilitate implementation of the ACT WorkKeys assessment program to determine workforce needs in the Canton area for Cook Medical.• Securing $4.9 million in local, state and federal grants for new infrastructure, downtown reinvestment, residential home rehabilitation, tourism development, and assistance to small business owners.

Created a new economic development model for the Canton area, which became the SRPED in May 2006. Transitioned to its first executive director position.
