Ownership of the Agencies’ ICT Strategies, lead the creation of the current ICT strategy that is now in implementation as a £70M+ ICT and business change programme and the early inception of the Modernisation Programme including working on the production of the Business Case. This Included promoting and gaining approval for the strategy and the Business Case with Senior Stakeholders in DfT and Cabinet Office. Manage the in-house Architecture, Information Analytics, Software Development and Innovation teams. Senior Responsible Owner (SRO) for Virtualisation of the Data Centre delivering financial efficiencies and service improvements. Key role in negotiating terms for multi year Contract Extension with Atos Origin. Responsibility for The technical Assurance of the MoT PFI service with a contract value of over £300M. Led the In-House software delivery teams and Management Information team delivering software and reporting using SAS, .Net, Domino and SQL.Highlights: Delivering the Agency ICT Strategy and playing a key role in mobilising it into a delivery programme. Successful delivery of the Data Centre Virtulisation Project. Negotiated significant savings on renewal of SAS license. Delivered the following through agile innovation projects:• A Data Analytics platform that takes the MoT data and allows our in house Analysts to exploit it and facilitates the public data release to gov.uk• Deploying working beta software to 200+ internal users allowing them to search a wide range of legacy systems using a google like interface and launch the legacy production system from the search result.

Led the ICT Delivery for the business through management of a major outsourcing arrangement with Atos Origin, Budget Holder for £20M ICT budget. Lead negotiator for contract change and disputes. Leadership of internal teams providing service, change, contract and release management, internal ICT service provision, Technical Architecture and Assurance, in-house Software Development. I managed some difficult contractual issues relating to poor supplier delivery and incentivised the supplier to deliver numerous service improvements. I also successfully led the contract award, Transition and Transformation of the ICT systems that support Operator Licensing and transition of service provision from Computacenter to Atos Origin. Highlights: Managed supplier to deliver major service improvements. Successful Conclusion to several commercial disputes with major ICT suppliers.

Implementation of Modernised ICT systems and technology working with Atos Origin as the supplier. Deployment of new backend Unix Systems, rollout of Wintel Servers, deployment of Thin Client technology to 1200 Users, rollout of 1000 Laptops to mobile users. Delivery of new Applications software and an upgrade of Oracle Data Warehouse. This work successfully retired a number of the first generation Client-server applications and replaced them with more modern offerings. During this period I was also lead architect for the interface activity linking the MoT Computerisation system that was being developed under PFI into the other business systems. Highlights: Successful delivery of a modernised ICT platform to the business.

Part of a senior team played a major role in Scoping, and procuring a replacement ICT Service and business transformation contract. Part of the negotiation team for awarding a contract with a total value over £100m through the OJEU process. Post award I successfully led the transition activity for the ICT services ensuring a smooth transition from EDS to Atos Origin. Managing scope disputes, TUPE issues, working to a delivery deadline that had no scope for slippage. Handling sensitive staff issues around the outsourcing. During duration of this role I maintained responsibility for delivery of ICT to the HQ site and service management of the EDS contract.

Service manager for the EDS Outsourced Services, Head of the In-house ICT team running Helpdesk, Desktop support, Server Operations (Unix, Wintel and Novell), Managing the corporate ERP systems (Oracle Financials and HR), DBA, LAN, email, GSI connectivity. Implemented a nationwide Telephony upgrade, managed Y2K systems upgrades, delivered Server, storage and networking upgrade projects.As Project Executive successfully delivered the infrastructure rollouts replacing mainframe with IP based LANs and WANs and Unix Mid range systems, to support the first generation of Client-server applications within the agency.
