Captain-Homeland Security Division & Area Office Of Emergency Services
In August 2012, Sheriff Greg Munks created a new division within the San Mateo County Sheriff’s Office and selected Captain Wyss to command the Homeland Security Division & Area Office of Emergency Services (OES). Founded on the premise that our nation's homeland security is based upon the security of local communities, the HSD/OES is comprised of bureaus whose responsibilities focus on four phases of emergency management; Mitigation, Preparedness, Response, and Recovery to ALL HAZARDS, including terrorism. Manages a Joint Powers Agreement/Authority comprised of elected representatives from each of the incorporated cities and the County for the purpose of maintaining a unified emergency management organization. Maintains command and control over many of the Sheriff’s Office high-risk operational units, including but not limited to: SWAT Team & Crisis Negotiation Unit, Bomb Squad, Search & Rescue, and Marine Unit. Coordinates all visiting dignitary details, including the President of the United States. Manages multiple State and Federal homeland security and emergency management grant programs. Representative for San Mateo County on the Approval Authority for the Bay Area Urban Area Security Initiative, a governance structure that provides policy direction and is responsible for final decisions regarding projects and funding from the Department of Homeland Security (DHS) and Federal Emergency Management Agency (FEMA) for the Region.
Team Commander
Appointed by the San Mateo County Police Chiefs and Sheriff's Association, the Team Commander is responsible management and coordination a multi-agency special operations team designated for immediate deployment in event of terrorist threat or attack. Capabilities include: SWAT, fire-rescue, and hazardous material control in environments of chemical, biological, radiological, nuclear, explosive (CBRNE) compromise.
Captain-Operations & Investigations Division
Responsible for the command and management of the Operations and Investigations Division. The operating budget for the Operations and Investigations Division is $40.1 million dollars.

Responsible for the command and management of the Support Services Division. The Division is comprised of over 100 sworn and non-sworn pesonell that are assigned to the following bureaus or units: Bureau of Professional Standards (Recruitment/Intenal Affairs), Court Security & Transportation Bureau, Training Unit, Firing Range, Relief Staffing Unit, Civil Enforcement Unit, Technical Services Unit, and the Records Unit. The operating budget for the Support Services Division was $10.3 million dollars.
