The Task Force Commanders Workshop is a three-day course designed for multijurisdictional narcotics task force commanders and supervisory personnel in the area of multi-agency narcotics enforcement operations. It focuses on multi-agency response training needs in the investigation and prosecution of narcotics trafficking conspiracies. In August 2012, Sheriff Greg Munks created a new division within the San Mateo County Sheriff’s Office and selected Captain Wyss to command the Homeland Security Division & Area Office of Emergency Services (OES). Founded on the premise that our nation's homeland security is based upon the security of local communities, the HSD/OES is comprised of bureaus whose responsibilities focus on four phases of emergency management; Mitigation, Preparedness, Response, and Recovery to ALL HAZARDS, including terrorism. Manages a Joint Powers Agreement/Authority comprised of elected representatives from each of the incorporated cities and the County for the purpose of maintaining a unified emergency management organization. Maintains command and control over many of the Sheriff’s Office high-risk operational units, including but not limited to: SWAT Team & Crisis Negotiation Unit, Bomb Squad, Search & Rescue, and Marine Unit. Coordinates all visiting dignitary details, including the President of the United States. Manages multiple State and Federal homeland security and emergency management grant programs. Representative for San Mateo County on the Approval Authority for the Bay Area Urban Area Security Initiative, a governance structure that provides policy direction and is responsible for final decisions regarding projects and funding from the Department of Homeland Security (DHS) and Federal Emergency Management Agency (FEMA) for the Region.

Appointed by the San Mateo County Police Chiefs and Sheriff's Association, the Team Commander is responsible management and coordination a multi-agency special operations team designated for immediate deployment in event of terrorist threat or attack. Capabilities include: SWAT, fire-rescue, and hazardous material control in environments of chemical, biological, radiological, nuclear, explosive (CBRNE) compromise.

Responsible for the command and management of the Operations and Investigations Division. The Division is comprised of approximely one hundred fifty personnel, including seven lieutenants; twenty-one sergeants; and one hundred twenty-two deputy sheriffs and non-sworn pesonell assigned to the following bureaus or units: Headquarters and Coastside Patrol Bureaus, Transit Bureau, Community Policing Unit, K-9 Unit, SWAT Team & Crisis Negotiations Unit, Detective Bureau, Property and Evidence Unit, Street Crimes Unit, Cargo Theft Task Force, Gang Inelligence Unit, Countywide Building Security, Hospital Security, Countywide Narcotics & Vehicle Theft Task Forces, Office of Emergency Services & Homeland Security, Bomb Squad, Search & Rescue Unit, Marine Patrol Unit, and the Reserve Deputy Sheriff Program. The operating budget for the Operations and Investigations Division is $40.1 million dollars.

Responsible for the command and management of the Support Services Division. The Division is comprised of over 100 sworn and non-sworn pesonell that are assigned to the following bureaus or units: Bureau of Professional Standards (Recruitment/Intenal Affairs), Court Security & Transportation Bureau, Training Unit, Firing Range, Relief Staffing Unit, Civil Enforcement Unit, Technical Services Unit, and the Records Unit. The operating budget for the Support Services Division was $10.3 million dollars.

Responsibilities included the day-to-day management of the San Mateo County Narcotics and Vehicle Theft Task Forces. Both of which are multi-jurisdictional task forces comprised of law enforcement professionals from local, state, and federal agencies. Respectively, each was governed by a body of local leaders, including the District Attorney, Sheriff, three police chiefs, and a member of the San Mateo County Board of Supervisors.

2002-2005 - San Mateo County Narcotics Task Force 1998-1999 Special Agent SupervisorSupervised agents in undercover investigations, surveillance and counter surveillance, high-risk warrant service and arrest of dealers, manufacturers, and clandestine drug lab operators. Conducted related financial and asset forfeiture investigations, as well as aircraft flight coordination. Served as an instructor in all disciplines.1999-2002 - Maguire Correctional FacilitySupervisor & Coordinating Training Officer Supervision and training of correctional enforcement officers/teams. Maguire is largest correctional facility in the county with average daily population in excess of 950 inmates. 1998-2001 - San Mateo County Sheriff’s Office SWAT TeamSWAT Team LeaderSupervised all training in a wide variety of specialized disciplines including, but not limited to: tactical firearms, physical agility, and advanced team tactics. Trained and deployed as mission leader in a variety of complex high-risk SWAT activations including hostage rescue, active shooter, barricaded suspect, ultra high-risk warrant service, and dignitary protection. Major contributor to the development of a policy and procedure manual, and deployed on over 150 operations over an 11 year period.
