About Mark Collins
I am an experienced Product Leader in the Software Industry with experience managing products and projects from the simple to the very complex. I have worked for both large and small software vendors developing B2B solutions. I also have extensive experience building B2C solutions while working for ISP and Telecommunications Operators, where I guided the development of solutions and systems, sometimes utilising extensive vendor engagement for outsourced development. The systems and software solutions I was responsible for, given they had direct customer facing impact, have had the potential to influence the experience consumers have of the services being offered. Software solutions need to solve problems, and customer experience was at the heart of many functional, non-functional, and integration problems I solved while working both for B2B Vendors and B2C Operators.My current focus is on building solutions in the Public Cloud to ensure that service providers in the Telco industry can innovate and achieve meaningful change for their customers and their businesses. This currently involves AWS extensively - but my cloud journey started a number of years ago developing solutions for cloud-native deployment utilising microservices and container orchestration capabilities. These solutions are addressing the needs of Digital BSS, with emphasis on customer facing charging\ billing, self-serve customer experience management (CEM), along with network messaging and device management. My varied roles and experience have enabled me to act as the Voice of the Customer, while dealing with the varied languages involved in interacting with both Engineering and Sales teams, working in a Global environment. In all of my roles, I have proven that I can quickly earn the trust of technically capable individuals, and teams, and I have also proven my ability to influence at all levels in an organisation.My constant desire is to be in a role that will allow me to continue to contribute to the success of a vibrant software development organisation, utilising my skills in Project, Program, Product, Release and Team Management, through the whole product lifecycle, while at the same time providing me with a constant challenge to learn new systems, technologies and processes. Mobile Billing Manager
In my role with eircom\eir I was responsible for the management of a Team of up to 13 Design and Build Engineers. My responsibilities included: Resource and Capacity Management, Vendor Management for multiple Vendors, Release Planning support to multiple Release Managers where deliverables were required from my Team or from Vendors my team directly interfaces to, Process improvement, and Release\Version control. In executing my responsibilities I was directly involved in the successful execution of all major and minor releases on the Mobile systems stack, as well as the delivery of numerous independent Work Requests. Initially this involved leading a Workstream as part of Meteor's Billing Replacement Programme, deploying the Singl.eView v6.01 system into Production in August 2009. This included the management of a Project Team of up to 28; split into 4 sub-Teams, and the management of the Billing Vendor (Intec\CSGi). Prior to launch, my responsibilities changed to cover the on-going configuration and enhancement of the Singl.eView Billing/CRM Solution and ongoing Mediation development, with a team of 5 permanent staff and 6 contract staff. This involved, BAU releases every 2 weeks, Configuration Project releases on average every 2 months, and Major release projects with the emphasis on the functional uplift every 6 to 8 months. For one of these, I was heavily involved in the launch of eMobile as a virtual operator. I was also responsible for vendor engagement and the delivery of their solutions into Meteor. This included responsibility for the scope of work being delivered by the Vendor, Change Management, and the Scope Definition of follow on work packages based on business priorities (with clearly identified Functional and Non-functional requirements). My responsibilities also covered the management and coordination of Meteor owned Project deliverables.

I had responsibility for managing the process of gathering Scope and Requirements for changes to IT Systems resulting from the introduction of a new Billing System (Singl.eView) within Meteor. I had overall responsibility for all projects and a development team of ~30 people.04/2000 – 08/2001 : Project ManagerI was responsible for the development and the team of engineers responsible for the delivery of a Lawful Interception mediation device. The deliverables involved primarily software, but required negotiation with 3rd Party Vendors for both hardware and software components, and interaction with external vendors regarding their interface specifications.
