About Mark Ruff
I am currently on staff with the League of Minnesota Cities and the League of Minnesota Cities Insurance Trust supporting our local government elected officials and staff through the services the League provides. I worked at the City of Minneapolis for more than five years, the majority of time as the Chief Finance Officer responsible for development and implementation of a $1.5 billion annual budget. As CFO I helped to further City initiatives such as the construction of new buildings and infrastructure, partnerships with other public partners, and increased affordable housing options. I also served as the City Coordinator during the onset of the COVID-19 pandemic, steep decline in City revenues, the murder of George Floyd, the ensuing civil unrest, and the trial of Derek Chauvin. Despite these challenges, I am forever grateful for those elected officials, City workers and community elders who held the city together with their thoughtful, compassionate, and courageous actions around the issues of equity and safety. For 25 years, I assisted local, regional and state governments in the area of public finance. At its best, public finance efficiently uses money to help governments be better communities. During this time, I worked for Ehlers, a municipal/financial advisory firm as an advisor to cities, counties, and state/regional agencies, primarily in Minnesota. The work concentrated around municipal bonds, real estate transactions, utility rate studies, long-term financial planning, property tax policy, and special studies. I advised a wide range of governmental entities from small towns to "AAA" rated cities and counties in Minnesota. I was also involved in the governance of Ehlers, an employee owned (ESOP) firm.
