Formulated, and implemented DoD, Department of the Army, and Defense Security Cooperation (DSCA), or other budgetary guidelines as applicable to ECJ9 or the HMA program. Recommend funding priorities of over $8.5 million to ECJ9 leadership that ensure mission success.BUDGET AND FINANCE. Programed long-range policy, guidance, and plans of the ECJ9 requirements through the entire Planning, Programming, Budgeting, and Execution (PPBE) process. Used General Fund Enterprise Business System (GFEBs) to execute the annual ECJ9 $6 million Operational and Maintenance (O&M) and $2.5 million of Overseas Contingency Operations (OCO) funding to monitor, commit, and obligate funds.Employed Defense Agencies Initiative (DAI) to oversee all aspects of the $11 million USEUCOM HMA Overseas Humanitarian, Disaster and Civic Aid Appropriation (OHDACA) program budget and verify proper allocation in accordance with broad congressional and OSD guidelines.SECURITY COOPERATION. Used GFEBS to execute the USEUCOM HMA $4 million budget to accomplish program goals.

PROGRAM MANAGEMENT. Oversaw all aspects of 55 separate Train the Trainer (TTT) projects from the initiation, planning, execution, monitoring and controlling, to closing.
