Contract Specialist
Provides cradle-to-grave contracting support utilizing the Federal Acquisition Regulation (FAR) and Veterans Administration Acquisition Regulation (VAAR) as the basis for contract guidance. Performs acquisition strategy planning, requirements reviews, PWS/SOW development, and market research analysis. Prepares solicitations, handles contract file documentation, contract research, analysis and policy review, guidance, and regulations to make sound contracting recommendations to the Contracting Officer. Utilizes Electronic Contract Method System (eCMS), Invoice Presentment and Payment System (IPPS) and Integrated Funds Distribution and Control Point Activity Accounting and Procurement (IFCAP) to research and execute a myriad of contract actions. Processes contract modifications to exercise options, correct contract language, de-obligate excess funds, and perform contract close-out procedures. Issues Request for Information (RFI), Request for Proposals (RFPs), Request for Quotations (RFQs), Invitation for Bids (IFBs), Sources Sought notices, etc. via the Federal Business Opportunities (FBO) web posting site. Conducted public bid openings, reviews bids and determined responsiveness and responsibility of low bidder in accordance with applicable regulatory requirements when using sealed bidding. Coordinated with the appropriate Agency, Service Area Office (SAO), Network Contract Office (NCO), or Small Business Administration (SBA) Small Business Liaison on matters relevant to all aspects of socio-economic goal requirements. Coordinates with business partners, offerors and team members to prepare, issue, evaluate, and execute contracts in support of the Veterans Administration’s mission. FAC-C Level III Certified in Contracting.
