California State Bill Co Author And Diversity In Venture Capital ConsultantSb 54: Diversity In Venture Capital Feb 2023 - PresentSB 54 is a California state bill introduced and passed in 2023 that will require all venture capital funds who are domiciled in CA, do business in CA, or who take CA public funds (e.g. CalPERS, CalSTRS) to report diversity metrics of the founders in the portfolio companies to the state. This data will be public. I was responsible for drafting the background on the need for this bill and was part of the implementing team working with Senators Nancy Skinner and Toni Atkins to draft the rule and language that was eventually signed into law. SB 54 has an implementation date of March 2026. Currently, I advise other state legislatures, policy sponsors, and international governments on how to build diverse policy and ecosystems in entrepreneurship and venture capital.
