As part of the strategic direction to penetrate the DOE infrastructure assisted in the implementation and deployment of Google Apps for Government services at the Idaho National Laboratory (INL). This Google migration provided many new capabilities to INL which included dynamic supply scaling of resources both up and down to meet the demands of the Lab; significantly greater storage capacity for email; and the ability to carry much of the cost as operating expense instead of relying upon capital investment. Information Security was of particular significance in this effort which resulted in updates to policies and procedures at INL to ensure that work was conducted with an equal level of effectiveness in the cloud as when using an on-site infrastructure solution. We successfully established a path for the management of data in the cloud. Key to this effort was establishing the cloud framework for information security, scalability of service, communication and coordination with the service provider, and developing operating procedures from an execution and reporting perspective.

The Risk Management Program involved determining which protection measures to take based on agreed upon risk reduction strategy. The process used to develop this strategy consisted of the following elements: (1) identify assets and identify which are most critical; (2) identify, characterize, and assess threats; (3) assess the vulnerability of critical assets to specific threats; (4) determine the risk e.g. the expected consequence of specific types of attacks on specific assets; (5) identify methods to reduce those risks; and (6) prioritize risk reduction measures based on a strategy.
