Established a new organization and lead the Department’s ability to track the thousands of foreign visitors that annually visit or work at DOE faculties throughout the country. Accountable for the development of policy, procedures, and operational support for Department of Energy Foreign Visits and Assignments at the Foreign Travel Program. Provided for centralized information and reporting activities to external authorities.1997-1999 Chief Infrastructure Assurance Officer. Directed the departmental task force that developed the Internal Critical Infrastructure Protection Plan to implement the White House initiative on protecting the Energy Infrastructure in the United States. Focused on creating a partnership with the Electric, Oil and Natural Gas Industries, enhancing the protection of the Department’s critical infrastructure, and applying the agency’s National Laboratories capabilities to assist in resolution of the challenge.1996-1999 Director, Office of Policy, Standards and Analysis. Accountable for the Department’s security policy used to implement the programs to protect nuclear weapons, special nuclear materials, classified/sensitive information, and facilities.1991-1996 Director, Office of Headquarters Security Operations. Accountable for establishing and implementing a comprehensive security program to protect Department of Energy Headquarters facilities, personnel, and classified and sensitive matter from dissident, terrorist, foreign intelligence, criminal and inside threats in a cost effective and efficient manner.1988-1991 Deputy Director, Office of Security. Accountable for directing the Department’s security resources to protect nuclear weapons, special nuclear material, classified/sensitive information at all DOE facilities.
