Operation Unified Response, U.S. Embassy, Port-Au-Prince, Haiti

Responsible for planning military transition of Joint Task Force-Haiti tasks to U.S. Agency forInternational Development (USAID) after the devastating Haiti earthquake of January 2010.Coordinated with Government of Haiti’s Ministers of Aviation/Finance regarding air/seaports.• Drafted the Operation UNIFIED RESPONSE “USAID Transition Paper,” which provided anupdate of key transition areas (cross-cutting issues) and the status of capabilities and partnerentities that allowed Joint Task Force-Haiti provided capabilities to redeploy state-side.• In time, transition planning facilitated timely, seamless and transparent drawdown and transfer of military capabilities to other sources, satisfying the Pentagon, State and USAID-Washington.

Beaumont/Port Arthur, Texas Area

Served as the seaport operator/manager for the deep-water Ports of Beaumont and CorpusChristi, Texas that have surge capability for moving military cargoes in support of operations.Provided “fort to port and back” distribution operations, supported via road and rail from/toseven power projection platforms (Forts Bliss, Carson, Hood, McCoy, Polk, Riley, Sill) west ofthe Mississippi River. Managed $22M stevedoring and related terminal services contract.Coordinated with Port Authorities, Port Police, U.S. Coast Guard, Maritime Administration, U.S.Immigration and Customs Enforcement, and Customs and Border Protection; port and rail labororganizations; stevedores; truck lines such as Boyd and Landstar; rail carriers’ BNSF Railway,Kansas City Southern, and Union Pacific; and sea carriers such as APL, Maersk, and MSC.• Out loaded 42% of all military surface cargoes in 1st and 3rd busiest U.S. military ports.• Received, staged, and uploaded via rail, road, and ship; deployed to combat 21 Brigadesthrough Texas seaports.• During Hurricanes Gustav and Ike, safely evacuated personnel and their families.• Reduced cargo port hold time on 10 returning Brigades, speeding Army equipment reset.• Opened and operated strategic seaport of Port of Port Arthur, Port Arthur, Texas.• Battalion designated Army Superior Unit; ranked in top quartile by Army Safety Center.
