I am a Senior Consultant in NERA's Energy, Environment, Communications & Infrastructure Practice. I specialize in energy and environmental regulation. More particularly, I have evaluated the renewable energy support schemes in place in different European and American countries; I have also analysed the implications of the EU Emission Trading Scheme (ETS), and have assessed the effects of environmental taxes and emission limits faced by electricity generators in Europe. Other areas of my expertise include the design of regulatory institutions and benchmarking of different regulatory processes, governance arrangements for System Operators, and the remuneration of regulated activities. I have recently co-authored an article on Efficient Energy Transition and contributed to a book published on Taxes in the Energy Sector. In this last piece of work, my analysis has focused on the comparison of how the different energy products are taxed in Spain and the inefficiencies in consumer choice caused by it.
