Manage the enterprise project management office (EPMO) on behalf of the State of Vermont. Set standards for project management for State IT projects, administer a project management oversight program, and oversee the IT contracting and procurement group. Developed and administered a Project Oversight Program for a $760 million dollar government project portfolio. Responsible for annual project portfolio reporting to the Vermont Legislature.  Presented project portfolio information to State Legislative committees as requested.  Hired, trained and supervised a staff of Project Managers and Procurement Specialists.  Implemented significant improvements to the State’s IT procurement processes.  Lead the transition from Waterfall to Agile project management for State of Vermont technology projects.  Provided project oversight for the State of Vermont’s 27 million dollar Tax System Integration project (VTax)

Responsible for streamlining project management processes and creating reusable project management tools, templates, and information.

Project managed and performed project management oversight for several State of Vermont technology projects with lifecycle costs over $500,000. Completed projects in scope, on time and in budget.

Managed a multi-million dollar insurance product enhancement project involving cross functional project teams of ~70 participants in locations within the United States and India.

Contracted to write a Configuration Management Plan as required by National Institute of Standards and Technology (NIST) Control CM-9 and NIST Special Publication 800-128.
