Martha "Marti" Phillips Whitmore has served as County Attorney in Ouray County and Montrose County, Colorado, and as Town Attorney for the Town of Rico, Colorado. Now back in private practice with emphasis on water rights, land development, government relations, and general practice. Formerly a partner at Patton Boggs and as Special Counsel with Jackson Kelly PLLC. Ms. Whitmore has significant experience in water rights, water quality permitting and natural resources law, including permitting of renewable energy projects. Most recently, she has represented clients in land use applications, including zoning and related permits for cell towers and broadcast towers, assisted clients with federal public land use rights of way and related permits and advised clients on public policy and legislative matters. She also has extensive experience in working with clients to develop water supplies for municipal use, mining, industrial and recreational purposes; and to represent them in water quality permitting matters. Throughout her career, Ms. Whitmore has held many notable positions including serving as the: General Counsel to the U.S. Senate Committee on Commerce, Science and Transportation Executive Director for Take Pride in America for the Department of the Interior Special Assistant to the Secretary of the Department of the Interior and Chair of the South Florida Ecosystem Restoration Task Force and Chief Deputy Attorney General for the State of Colorado.Ms. Whitmore attended the University of Denver and received a Bachelor of Arts in mass communication in 1974. In 1977, she received her Juris Doctor from the University of Denver College of Law.
