Appointed by Council to manage a roughly $38 million annual budget with 115 employees serving nearly 18,000 residents in the Yakima Valley. City services included police and jail, municipal court, fire and ambulance services, land use and planning, public works (streets, water, sewer, airport, facilities, and parks), budget and finance, and administrative services. Strengthened financial stability, ending 2019 with all funds in balance for first time in a decade. Earned first “clean” state audit in nearly a decade. Prepared balanced budgets for 2020 and 2021 despite COVID-19 pandemic impacts. Secured Council approval to increase critical staffing for fire, police, finance, public works, and planning services. Earned 52% voter approval for sales tax increase to fund a Transportation Benefit District. Forged better ties with regional economic development partners. Supported an interlocal partnership for expanded ambulance services. Implemented online tools for easier permitting and payment processing. Negotiated six collective bargaining agreements within fiscal targets set by Council. Established agreement for Rotary to fund and construct new downtown skate park. Distributed more than 55,000 face masks and provided a quarter million dollars in aid to local businesses while sustaining essential services during the COVID-19 pandemic. Stepped down in August 2021 so spouse and I could return to Western Washington.

Lead the Central Services Department providing information technology, facilities, fleet, mail, and records services supporting 1,100 employees in the sixth largest county in the state. Managed an average of 80 FTEs and an annual budget of $30 million. We upgraded the County to MS Office365, prepared a five-year IT strategic plan and established IT security and project management programs. We improved fleet management practices and earned recognition as one of the “100 Best Fleets in North America.” We opened a new County jail facility, completed a $2.9 million LEED Gold remodel for a mental health crisis triage center, completed space planning and building condition assessments, and added more than $1 million in Courthouse security systems improvements.

Served on the executive management team at the newly established Department of Enterprise Services (DES), which consolidated parts of five central services agencies. Headed a division focused on organizational effectiveness, including Lean/process improvement and performance management activities, customer relationship management, policy development and rulemaking, emergency management, security and access systems, and planning. Supervised the State Building Code Council Managing Director and the independent Internal Auditor.

Directed information systems, emergency management, performance management, strategic planning, rulemaking and policy development, internal audit, and records management activities. Crafted new rules governing the use of public areas of the Capitol Campus for free speech and commercial activities. Facilitated efforts to strengthen performance-based contracting, control invasive New Zealand Mudsnails in Capitol Lake, and report on strategies to reduce greenhouse gas emissions.

Directed performance management, strategic planning, policy development, and internal audit activities for the Department of General Administration. Served as the Director's delegate on the Capitol Lake Adaptive Management Plan steering committee to make long-range management recommendations for the Capitol Lake basin. Served as the Director's designee on the Washington State Productivity Board and provided policy support to the State Capitol Committee and the Capitol Campus Design Advisory Committee.

Direct government relations and coordinate rulemaking and policy development. (Human Rights Commission - 1997-2000, Department of General Administration - 2001-2006, Department of Early Learning - 2007). At GA: Secured passage of legislation involving state contracting practices and facilitating energy projects. Coordinated development of new rules on contracting out state services. Revised rules governing the carrying of firearms and camping on the Capitol Campus. At the Human Rights Commission: Helped design and execute a regulatory review process under Executive Order 97-02 to successfully rewrite sensitive employment, housing, and public accommodation anti-discrimination rules with extensive stakeholder engagement. Also assisted in crafting new rules regarding dog guides and service animals.

Managed staff reporters for an online legislative news and information service. Supervised the start-up of services in Washington State (1994-1996), including legislative reporting, sales and marketing, information technology support, budgeting, and operations.
