I lead the unit with responsibility for:- identifying and assessing proposal for new taxes and revenues;- advice to ministers on the legislative process for new tax powers;- policy and legislation for Air Departure Tax and the Scottish Building Safety Levy;- advice to Ministers on environmental taxation, including on reserved taxes and the role of tax in supporting Net Zero and climate objectives.

I led the team with responsibility for Scottish Income Tax, which raises around £13bn annually (2022-23) and accounts for over 30% of the Scottish Government’s annual funding.Key highlights include:- delivering policy and passing legislation at the 2021-22 and 2022-23 Scottish Budgets;- working across the Scottish Government to build understanding of the links between tax and wider policy outcomes;- overseeing the relationship with HMRC on the collection of Scottish Income Tax; and- leading the publication of the Scottish Government’s first evaluation of devolved tax policy: www.gov.scot/publications/scottish-income-tax-2018-19-policy-evaluation

I led on the development of a more strategic process to the engagement, legislation and delivery of fully devolved taxes. I established the Devolved Taxes Legislation Working Group which published an interim report in February 2020 looking at the legislative process for tax in the Scottish Parliament: https://archive2021.parliament.scot/S5_Finance/General%20Documents/WG_Interim_Report_Feb_2020_(1).pdfI represented the Scottish Government and supported Ministers in engagement with Revenue Scotland, HMRC, HM Treasury, and other government departments. I also oversaw relationships with key external stakeholder groups such as the Law Society of Scotland, the Institute of Chartered Accountants of Scotland, and the Chartered Institute of Taxation.

Led a team of Tax Specialists responsible for providing responses to all technical queries relating to Land and Buildings Transaction Tax, including clearance requests through the Revenue Scotland Opinions service.I was also responsible for delivering changes and improvements to guidance and processes in accordance with legislative developments. I created an environment of collaborative working with Scottish Government policy officials to ensure that Revenue Scotland's technical expertise informed policy and legislative development.I developed and delivered technical tax training for Revenue Scotland and Scottish Government staff, and was a regular speaker at both internal and external events on LBTT.

In my role as a Tax Specialist, I focused on the newly devolved Land and Buildings Transaction Tax.My main duties included:- reviewing the impact of the implementation of the devolved taxes- liaising with Scottish Government officials on possible amendments to legislation- setting and initiating operational policy- writing and reviewing guidance - analysing data and assessing risk- the provision of expert tax advice to colleagues, taxpayers and agents- conducting compliance work on tax cases- tax specific staff training

Latterly VAT Compliance, mainly dealing with repayments and renewable energy.
