About Martin Quispel

Martin Quispel is senior expert and project manager at Expertise and Innovation Centre Barging (EICB - Expertise Innovation Centre for inland Barging) since February 2019.Martin graduated in 1999 at the Technical University Delft and is specialised in policy analysis, systems engineering and management in transport and logistics. Martin has 20 years experience in research based consultancy. He is expert in cost-benefit analyses, impact assessments, external costs, policy development for inland waterway transport and intermodal freight transport. Martin was the project manager of the study "Medium and Long Perspectives of IWT in Europe", the corner stone for the NAIADES II policy communication by the EC for the period 2014-2020. In 2012/2013 Martin provided technical assistance to the EC on the Greening IWT in the framework of the Impact Assessment on emission limits for inland waterway vessels. On national level, Martin was involved in 2012/2013 in the improvement of container transport by barges within the IDVV programme of Rijkswaterstaat. Martin was one of the key experts within the PLATINA II project, providing technical assistance for the implementation of the NAIADES II policy. Since 2015 Martin worked until mid 2018 on the H2020 PROMINENT project innovation and greening in inland navigation. In 2016-2018 Martin coordinated the study on Good Navigation Status for European inland waterways and was involved in the development of the Digital Inland Navigation Area, both for the European Commission DG MOVE. He coordinated the study team on the topic of the energy transition for the inland fleet as input for the CCNR roadmap which was published early 2022. As action of the Dutch Green Deal, Martin was involved in the development and implementation of the emission label instrument for inland vessels in 2020/2021. Martin chairs the working group alternative energy carriers at the EICB Innovation Lab and currently he is projectcoordinator of the PLATINA3 project (2021-2023) supporting the implementation of the NAIADES III policy of the European Commission. During the past years the focus topic of Martin is the energy transition and the development towards zero-emission inland waterway transport from the well-to-wake perspective.
