The first stage of the project was to identify Western Cheshire’s current primary care position looking at services commissioned and financial position.Once established, using tools such as Dr Foster, NHS Benchmarking, Ssentif, Map of Medicine, NICE, PCC and Prince 2 methodology combined with research and communication with other PCT’s in the ‘ONS’ cluster and across the North West a benchmarking process of the enhanced services was able to occur and opportunities for reform identified. Opportunities for reform included contract management identifying savings and opportunities to enable services to be provided at lower cost and to decommission certain enhanced services that did not add value or serve the population requirements.
