Advise the Chief of the National Guard Bureau on NGB IT/C4 operations. Develop, implement, and oversee, in coordination with ARNG G6, ANG A2/6, and NGB-Joint Staff, integrated NGB information technology (IT) policies, plans, programs, acquisitions, and resource management processes to ensure that NGB communications and information system requirements are met. Represent NGB CIO/J6 directorate as the senior National Guard and Reserve Equipment Account (NGREA) requirements manager and serve as lead on Joint Capabilities Integration and Development System (JCIDS) portfolios. Serves as the US Representative on the NATO Investment Committee, with responsibility for advancing US positions on NATO Security Investment Program (NSIP) policy issues; authorizing scope of work, implementation schedule and required funding; and approving of the procurement method for NATO projects in the $1 Billion annual program. Performs analysis of allies’ financial reports and expenditure forecasts to call forward payments due host countries by the United States; accepts completed NATO investment projects; prepares annual budgetary requirements for Congressional presentation; and manages US funding requirements and implementation status reports on projects contracted for NATO by US agencies. Collaborates with the Office of the Secretary of Defense and other defense components to maximize U.S. technology and industrial participation in the NSIP. Advises US commercial firms on NSIP policies, procedures, and upcoming contract solicitations.
