OpSam (which began its 50-year history as Operation Samahan) is a community clinic and primary care medical home that serves the San Diego County community. Founded by Filipino health professionals in 1973, in a barber shop in Downtown National City, OpSam initially offered care and services to immigrants who did not have the finances, linguistic skills, or ability to navigate the health care system. Today, OpSam is a HRSA-supported federally qualified health center with services available in National City, Mira Mesa, Scripps Ranch, Rancho Peñasquitos, and via two mobile clinics. We provide primary care, dental, behavioral health, family planning, integrative health and wellness, healthy nutrition, civic engagement, HIV prevention and PrEP, and other health-related services to our region's uninsured, underinsured, and underserved families from all income levels--regardless of their ability to pay.

Increased Center funding by 302% year-over-year.• Co-Designed, successfully pursued funding for, and established a transformative HIV testing and prevention program (in collaboration with UCSD’s Antiviral Research Center) that inaugurated same-day pre-exposure prophylaxis treatment for HIV (PrEP) within the San Diego DHHS Continuum of Care.• Personally raised $4,772,903 in new, multi-year funding streams, including major funding for LGBTQ homeless youth, the creation of new youth housing involving multiple partners--like Home Start, SAY San Diego, and Urban Street Angels--improved youth behavioral health services, and funding for a second Youth Center in the South Bay.

(The team raised $97,084,714 between 2010-2011 alone).• Personally designed and authored proposals securing over $54,646,659 between 2009 and 2014--including $5 million for EHR deployment, as well as 4 capital construction grants--that enabled the construction of new, state-of-the-art primary care clinics. • Other large proposals secured housing and healthcare for dual-diagnosed HIV+ Homeless San Diegans and created a testing and treatment program for individuals suffering from Hepatitis C.

• As Management Analyst / Manager of MSUCOM's Office for Research and Advanced Studies I oversaw day-to-day operations of a medical college research office, which included supporting all aspects of the extramural funding submission process to federal, foundation, and local funders of medical research, as well as Institutional Review Board (human subjects) approvals, clinical trials, a university Seed Grant process. • Leveraging my degree in biology and doctoral-level studies in English, I oversaw a research consultancy process for MSU researchers, which included prospecting, idea testing, proposal editing and proposal improvement cycles. • Through this approach, I helped the college to more-than triple its extramural research funding from NIH, CDC, NSF, and other federal funders. • Additionally authored proposals that established a Department of Commerce-funded telemedicine translation program for refugees--and a new a new Endowed Chair (named professorship) within the college.
