As Group Director for Social & Scientific Systems Health Policy and Data Analysis (HPDA) Group, Ms. Spittel had lead responsibility for all HPDA program and project oversight. This included oversight and mentoring of Project Directors/Managers on project financials (revenue, profit, direct labor), data management and security, project management, quality assurance, project staffing, and technical staff development. In 2017 HPDA projects had a combined annual revenue over $23M and met or exceeded direct-labor and profit targets. HPDA staff include 50 researchers, analytic programmers, statisticians, and support staff. Ms. Spittel conducted monthly project-review meetings with all HPDA Project Directors and regular client-review meetings. Clients included AHRQ, ASPE, CMS, MedPAC, USAID, the Maryland Health Care Commission (MHCC) and the West Virginia Health Care Authority (HCA). She also led and moderated HPDA’s staff meetings and served on SSS’ Operations Council, a corporate-level committee focused on operational issues across the entire company.Ms. Spittel also had lead responsibility for working with SSS IT on project data-security and IT staffing support. She led the effort to transition HPDA projects into SSS’ FISMA-compliant Secure Data Center (SDC), working with clients, Project Directors, and IT staff. Ms. Spittel also worked closely with SSS Contracts Department on all project contract issues, including project kickoff, project closeout, contract mods, and DUAs. For HPDA she was in charge of SSS’ annual performance review for HPDA staff, leading the effort to ensure consistency and accountability for staff ratings across all supervisors and Project Directors. Ms. Spittel also worked closely with SSS’ HR Dept. on recruitment efforts (position descriptions, postings, and assigning interviewers).

Director of contract with Center for Medicare & Medicaid Services (CMS) to support operations for Phase II of the Nursing Facility Initiative to Reduce Hospitalizations Among Nursing Facility Residents. Ms. Spittel provided data analysis to CMS and operations management to six enhanced care and coordination providers (ECCPs), more than 260 nursing facilities and more than 800 practitioners enrolled in the Initiative.Using her knowledge of Medicare data she developed the analytic specifications and programmed using SAS the metrics designed to inform the Initiative. These activities improved the understanding of the billing and treatment patterns. Based on this knowledge, Ms. Spittel developed and conducted trainings, presentations and reports.Ms. Spittel coordinated the establishment of data use agreements and technologies used on the contract including a web-based data collection and reporting tool, enclave within the secure private cloud, and operations within the Chronic Condition Warehouse (CCW).

For the past 10 years Ms. Spittel was Project Director leading a team of analytic programmers to provide the Medicare Payment Advisory Commission (MedPAC) with analytic and data management support for their recommendations to the Congress. Ms. Spittel worked directly with MedPAC to provide analyses related to numerous topics in Medicare policy. Her team successfully completed over 125 tasks each year, with each task documented to ensure accuracy and transparency. She managed all staffing and technology requirements associated with the demands of the contract, and worked closely with MedPAC staff to ensure that all project activities were completed on time and on budget.She led the transition of over 85TB of Medicare claims data and related analytic files into a FISMA-compliant secure data center and ensured that adhering to additional security requirements did not adversely affect efficiency, timelines, or the project budget.She significantly reduced management and administrative costs by streamlining activities, identifying redundancies, and implementing new technologies while anticipating and addressing client needs. Ms. Spittel identified several areas of quality improvement and efficiencies. She developed tools, including a web-based task management system to track requests, progress, budgets, approvals and evaluations which facilitated better reporting to and access by MedPAC. She implemented better quality assurance and documentation to ensure the information provided to MedPAC and eventually to the Congress were accurate and valid.Ms. Spittel worked closely with MedPAC staff, providing in-person orientation for MedPAC analysts to data and systems; integrated new data sources into the secure data center, including diagnostics, documentation, and metadata; streamlined staff to best serve the client. Under her leadership, the contract was on budget, met expectations and consistently received positive feedback from MedPAC leadership and analysts.
