Review, interpret and apply all state and federal laws, regulations and statutes governing assignedstatewide employment and training programs.• Develop and publish Requests for Proposals (RFP). Review RFP, award grant monies based uponreview committee evaluation.• Create awarded contracts for Board of Examiner Approval.• Maintain grant files, monitor program and budgets and report outcomes on awarded grantproposals.• Research, develop, recommend and implement long-range plans and projects within grantguidelines to maximize and enhance services provided.• Prepare program performance reports on negotiated goals for administrative and legislative review.• Review, monitor and enforce recipient and sub-recipient compliance to federal, State and locallaws and regulations; provide guidance for the uniform administration and use of federal or Statefunding for statewide workforce programs.• Provide technical assistance to service providers operations including grants management,program planning, and interpretation and analysis of regulations, policies and procedures.• Inspect service provider operations to ensure adherence to program objectives; document andreport all discrepancies and make suggestions regarding proposed improvements.• Compile program reports by analyzing data from customer contracts, customer data, anddocuments information, maintains files in order to ensure program(s) compliance andaccountability.
