As the functional lead and subject matter expert for the Eligibility module of the Federally Facility Marketplace, worked with business owners to translate federal regulations governing the implementation of the Affordable Care Act into system requirements and design for the eligibility component of the FFM. Designed the eligibility logic for the Federally Facility Marketplace (FFM). FFM determines eligibility for Medicaid, CHIP, Qualified Health Plans (QHP), Advanced Payment of the Premium Tax Credit (APTC), and Cost Sharing Reductions (CSR) and supported developers on the technical design and testing. Wrote several Business Service Definition (BSD) documents to document the key components of FFM eligibility, including Verifying Citizenship and Lawful Presence, Verifying Income, Residency Eligibility, and Medicaid/CHIP eligibility. Designed the processes for transferring accounts between the FFM and the states, identified the data to be transferred, worked with the data modeling team to translate the data into a NIEM-compliant model, and participated in Q&A phone calls to support the rollout of the process to the states. Defined test cases and confirmed FFM eligibility results by completing test applications and inspecting the application XML documents. Defined data extracts and rules to monitor FFM production data quality proactively and to identify applications impacted by defects. Defined a framework for operationalizing the classification of applications by impacted issues and selecting the appropriate repair option. Used MarkLogic Query Console, SOAP-UI, XML Marker to locate, download, and review FFM application documents. Used Visio to document the functional design for the FFM system.

Managed the Microsoft Office Project project plan for the development of U.S. Preventive Medicine's Prevention Plan product. Kept team member's informed of their current and past-due tasks. Held weekly meetings to review progress against the project plan. Created a Broker Portal and all the resources provided on the portal to educate Brokers about the Prevention Plan, allow Brokers to register to sell The Prevention Plan (TPP), and provide a repository of all the forms needed to sell and implement TPP for a new client. Created a system test plan for the first release of TPP. Performed all of the system testing for TPP. Provided operational data management and product support to the customer service representatives and directly to members.

Worked with all levels of management and system development teams to identify, protect, and leverage intellectual property assets. Provided analysis for non-infringement opinions of third party patents and for infringement opinions of third party products. Drafted, reviewed, and prosecuted patent applications related to company software assets. Created policy and educational documents, and presentations for all levels of AMS staff and management. Managed a team of six responsible for helping AMS make the most effective use of the Internet. Analyzed tradeoffs among various factors such as security and information value and made recommendations about the appropriate extent of Internet access. Managed and maintained AMS's home page on the World Wide Web. Coordinated AMS's communications infrastructure work group. The objective of the work group was to research and document solutions to AMS communications needs.

Managed the implementation of the SIS software package at two major mid-west universities. Responsible for approximately $800,000 a year in revenues.
