Re-engineering and streamlining processes to improve service delivery. Lead engineer for many VA cross-organizational process efforts to include strategic and tactical planning aimed at resolving complex issues and improving business decisions. Employed the ITIL Framework and Lean/6 Sigma techniques.

Helped public sector clients to identify enterprise system improvements, define requirements and acceptance criteria, re-engineer processes, design viable product architectures, evaluate solution/ product suitability and performance, plan and coordinate systems implementation, and create strategic plans. Also planned R&D studies and mentored SC Launch startups. Focus: Health IT.

Planned, coordinated, and implemented business strategies to exploit IT to deliver secure online services. As the inter-agency executive, I worked with agencies to move systems to a shared services model and helped set Federal financial management (FM) system standards. I coordinated teams, set work plans with executives including the PMA E-Government effort, built metrics, and repeatable methods. I worked collaboratively on business driven architectures for IT investments and performance, oversaw cross-agency efforts tied to consolidation and optimization. I developed implementation strategies for compliant services like HSPD-12 (PIV) identification. With an interagency team, a policy framework was established for federated identity management. I facilitated CXO cooperation across the Federal CIO, CFO, CAO Councils and managed their funds.

Developed strategy, assessed benefits, and established implementation plans for Electronic Commerce (EC) efforts. I led the development of systems including FedBizOpps.gov (FBO), a single point of entry for Federal contract opportunities. FBO was a first in government-wide EC systems, rolling out on-time. Usage increased to 3 million in six months. FBO was leveraged for Grants.gov which was delivered at a fraction of the cost estimates. Practices were refined for electronic interchange, electronic catalogs, and other technologies to conduct business more efficiently.

As an American National Standards Institute (ANSI) Board of Directors member, we recommended institute direction, addressed issues and set policies that affect the strategic direction of the Institute. ANSI oversees the promulgation and use of standards and accredits US conformance assessment programs. I chaired the Government Member Forum.

Managed ATP innovative high-risk R&D efforts focused on building new service delivery models, reducing the costs of systems integration and improving performance. ATP developed new programs to meet industry needs. I served as a technical advisor for e-commerce, health science, supply chain, and control environments included multi-disciplinary joint ventures, imaging and pathology services, medical training course ware, control system integration, middleware and supply chain projects.

Work with industry on R&D initiatives to set engineering and management standards, establish test methods and promote standards as a successful strategy for achieving interoperable solutions. I promoted the U.S. market-based approach to standards setting. As Secretariat of an international standards body, ISO TC 184/SC4, I introduced streamlined methods and electronic processes, coordinated working groups and served as editor for engineering standards known as STEP for interchange and translation of data between CAD/CAM and PDM systems. I formed lasting collaborations with industry associations, test facilities, research groups and industry. I led the development of open source libraries and reference implementations for STEP specifications. As the Automated Manufacturing Research Facility (AMRF) data integration lead, I designed federated database methods, distributed data, and messaging structures to allow for both integrated and independent manufacturing process operations.

Designed and implemented various management tracking systems, integrated databases and statistical functions, and developed end-user interfaces. Project manager for database conversions, customer acceptance, and contractor management. Developed customer requirements with White House and Cabinet Council personnel and implemented a system to provide daily executive summaries to the Cabinet.

Developed mainframe database applications. Performed the analysis, database design. Implemented an automated procurement system. Piloted with key users to gain user acceptance and built user training materials. Formed a cadre of power users to support operations. The application was adopted by other Army facilities.
